Fiscal Year (FY) 2019-2020 Application Renewal

Instructions

All organizations must update their IowaCNP online application each year to continue CACFP participation in the new fiscal year that starts 10/1/2020. 

  • FY 2019-2020 is now open in Iowa CNP to begin renewing your center application.
  • IowaCNP will automatically open in FY 2019-2020 when you log in.
  • Instructions to complete the FY 2020 application packet are available in Download Forms ID CACFP024.
  • Instructions to complete the Organization Budget Detail are in CACFP025.

NOTE: To submit FY 2019 claims for June through September you must change the year to 2018-2019 in the upper right hand corner of screen. 

To access Download Forms, log into IowaCNP

  • Click Applications.
  • Download Forms is the last item in the drop down menu.
  • Items are listed alpha-numerically by Form ID.
  • Forms can be sorted by clicking the column headings.
  • Forms for center-based programs start with Ctr or CACFP.
  • Click "Control F" to find documents by name or topic.  A search box will appear on your screen.  Enter a keyword and hit enter.

NOTE: If you need a username and password, contact IDOE.Nutrition@iowa.gov.  Do not use another staff person's credentials.

Download FY 2019-2020 CACFP Forms and Documents

  • Access Download Forms (instructions above).
  • Use the updated Iowa Eligibility Application, parent letters and income eligibility guidelines starting 7/1/2019.
  • ICAVES (Iowa Certification and Verification Spreadsheet) has been updated with the new income eligibility guidelines.  Click here to use ICAVES and improve the accuracy of income eligibility determinations for free and reduced-price meals.

NOTE: Reimbursement rates have not been published by USDA and will be posted on IowaCNP under "Claims" when released in late July or early August. The CACFP Administrative Manual and training, menu planning and meal pattern resources will be removed from Download Forms and moved to the CACFP Resources Google Website in the coming weeks.  Permission is required to access this website.  To request access to the website, email Robin.Holz@iowa.gov.  A Google account is required if you don't have a Gmail account. 

Adding or Closing Sites

To add a new site or discontinue CACFP participation, contact Robin.Holz@iowa.gov (515)281-3484.

WIC Outreach

  • Centers serving families with children age 0-5 years of age are required to make  information about the "Women, Infants, and Children (WIC) Program" available to families.
  • CACFP058 provides current WIC information and income guidelines.
  • Distribute to families or post in a prominent location at the center.

Licenses, Approvals and Inspections

  • License, approval or inspection must be current (not expired on or before 10/1/2019).
  • Upload the current document to the FY 2019-2020 site-level "Checklist".
  • If your organization is in the process of license or inspection renewal, upload a document showing you requested renewal.  Include the date of the request.
  • Site applications cannot be approved if the license, approval or inspection is expired.

NOTE: Statewide Voluntary Preschools and Head Start classrooms are exempt from licensing by DHS, but may be licensed.  If not licensed, but located in a public school, upload the school's food service inspection to the checklist.  If a State-Wide Voluntary Preschool Community Partner, upload supporting documentation to verify participation as a Community Partner. 

Food Service Contracts and Agreements 

  • A new contract or agreement must be completed each year when meals are vended or prepared by another department within your organization.
  • Download the current FY 2019-2020 form:
    • CNP121 For-Profit Contract - CACFP002
    • CNP120a Non-Profit Agreement - CACFP003a
    • CNP120b Internal CACFP Food Service Agreement - CACFP003b (NEW)
  • Complete the document.
    • A representative from both the organization and vendor must sign 
    • Both parties must maintain a copy on file.
  • Upload the executed document to the site checklist.
    • If one contract covers multiple sites, upload the contract to the first site that appears on the checklist.
    • CNP121 For-Profit Contract (upload pp. 3-9)
    • CNP120a Non-Profit Agreement (upload pp. 1-3)
    • CNP120b Internal CACFP Food Service Agreement (upload pp. 1-3)

Media Release

  • A news media release must be completed each fiscal year.
  • Download the appropriate form:
    • Non-Pricing Media Release - CACFP018 
    • Pricing Media Release - CACFP019)
  • Complete the form and send to the local media outlet(s) in your service area.
  • Record the media outlet(s) contacted and the date sent on the form.
  • Keep a copy on file.
  • Payment to the media outlet is not required.

Self-Monitoring Reviews

  • Independent Centers must complete at least one review of their own CACFP operations each fiscal year to evaluate compliance.
  • Center sponsors are required to conduct three reviews of each sponsored site per fiscal year when 12 claims are submitted; two reviews when 5-11 claims are submitted; and one review when 1-4 claims are submitted.
  • Use CACFP026, 027, or 028 depending on your type of organization.
  • All review forms have been updated for use starting 7/1/2019.

Deadline

The deadline for renewing your application is August 30, 2019.
