Fiscal Year (FY) 2018 Application Renewal Instructions

1. General Instructions

  • IowaCNP opened for application renewal today, July 5, 2017.  
  • Fiscal year (FY) 2017-2018 will be the default screen for Applications and Claims.  To enter June through September claims, be sure you are in FY 2016-2017 (change year in the upper right hand corner of the screen).
  • Detailed instructions for completing the online FY 2018 application packet are provided in Download Forms (Form ID CACFP024).
  • To access Download Forms, log onto IowaCNP at https://cnp.ed.iowa.gov/CNP/.
  • If you need a username and password, contact IDOE.Nutrition@iowa.gov (do not use another staff person's credentials.) 
  • Click on Applications (top left of screen).
  • Download Forms is the last item in the drop down menu.
  • Instructions to complete the Organization Budget Detail are provided separately in Form ID CACFP025.
  • A webinar providing application renewal instructions will be offered on Tuesday, July 11 from Noon to 3:00 p.m. Click here to join (webinar ID 717 769 214); no registration is required. A certificate of completion will be emailed following the webinar. The webinar will be recorded and posted on the Department of Education website. You may request a certificate for watching the recorded webinar by contacting Janelle.Loney@iowa.gov.

2.  FY 2018 CACFP Documents

  • Access Download Forms (see 1. above)
  • Items are listed in Download Forms alphanumerically by Form ID
  • Form ID CACFP032 provides instructions for all Download Forms documents
  • Document descriptions for centers start with Ctr or CACFP
  • To find documents by name or topic, click Control F and a search box will appear in the upper left or right of your screen. Enter the document title or a keyword and hit enter.

3. Site Changes

  • To add a new site, drop a site, or discontinue CACFP participation, contact Robin.Holz@iowa.gov (515)281-3484.

4. WIC Outreach

  • Centers serving families with children age 0-5 years of age are required to make WIC information available to families. 
  • Provide the current WIC income guidelines using the back of Form ID CACFP058 (the front is optional).

5. Licenses, Approvals and Inspections

  • Upload a current document (or renewal request) to the checklist for each site. The site application cannot be approved if the license, approval or inspection is expired.
  • Preschools and Head Start classrooms located in public schools are exempt from licensing by DHS but may be licensed. If not licensed, upload the school's food service inspection to the checklist.

6. Food Service Contracts and Agreements (if applicable)

  • A new document must be completed each year if vended meals are purchased.
  • Download the current FY 2018 form (CNP121 For-profit Contract-Form ID CACFP002 or CNP120 Non-profit Agreement-Form ID CACFP003)
  • Complete the contract or agreement. Both your organization and the vendor must sign the document and maintain a copy on file.
  • Upload the executed document to each the checklist for each site, as applicable.

7. Media Release

  • A new media release must be completed each year.
  • Download the appropriate form (Non-pricing Media Release-Form ID CACFP018 or Pricing Media Release-Form ID CACFP019).
  • Complete the form and send to the local media outlet(s) in your service area.
  • Record the media outlet(s) contacted and the date sent on the form and keep a copy on file. This fulfills your obligation. You are not required to pay for the release to be printed.

8. New Meal Pattern Implementation

  • All organizations must implement the new CACFP meal pattern by 10/1/2017.
  • If non-compliance with the new meal pattern is identified on State agency reviews conducted during FY 2018, technical assistance will be provided.  No fiscal action will take place for non-compliance until 10/1/2018.
  • Forms and worksheets developed by the Iowa State agency to implement the new meal pattern are available in Download Forms and start with Form ID CACFPMP.

 9. Monitoring

  • Independent Centers must complete at least one monitoring review of their CACFP operations to evaluate compliance each fiscal year.
  • Center sponsors are required to conduct three reviews per fiscal year when 12 claims are submitted; two reviews when 5-11 claims are submitted and one review when 1-4 claims are submitted.
  • Use form CACFP026, 027, or 028 (depending on your type of organization) to conduct reviews.  The forms have been updated to monitor compliance with the new meal pattern.

10. Deadline

  • The application renewal deadline is August 18, 2017.  All FY 2018 CACFP application renewal procedures should be completed by this date.
