The Temporary Hazard Pay (THP) application has been reopened and you are being afforded a second opportunity to submit your request.
As you may be aware, the Hawai‘i State Department of Education (Department) and the Hawaii Government Employees Association (HGEA) have reached an agreement to supplant Arbitrator Thomas Crowley’s February 23, 2024, THP Arbitration Decision and Order. The period of THP compensation will be from March 4, 2020, through March 25, 2022 (the period of former Governor Ige’s Emergency Proclamations for COVID-19).
You are receiving this notice because our records show that you were employed with the Department in a position that falls within Bargaining Units (BUs) 2, 3, 4, 9, or 13 (included or excluded counterpart).
Requests for THP will be accepted between January 24, 2025, and January 30, 2025, at 11:59:59 p.m. (HST). Instructions for Department employees are linked here. Unfortunately, if your form is not received by January 30, 2025, at 11:59:59 pm [Updated on 1/24/25], your request will not be processed. You must report your individual information accurately and truthfully. Please read through this letter and review the instructions before completing the form.
Once your form is received, it will be reviewed. Upon completion of the review you will be notified via email whether your request has been approved or denied, no later than February 10, 2025.
If your request is denied, you will be notified of the denial and will be provided information on your option to file an appeal. A denial appeal must be submitted to the Office of Talent Management (OTM) within 30 calendar days of the date of the denial notification, and will require the submission of relevant documentation to substantiate the tier placement you have identified that you qualify for. Your appeal will be reviewed and the OTM will provide you a response. In the event there is still disagreement, the HGEA will have 30 calendar days from the date of the OTM’s response to present, to a mutually agreed upon third party, relevant documentation to substantiate that a different tier placement is warranted. Please note that in the event of an appeal, payment may not be disbursed in the noted pay period identified below. If you do not submit an appeal within the 30 calendar days of the notice of disapproval, you will be paid out at the tier our records indicate you qualify for as noted above.
If your THP request is approved, we are targeting payment no later than June 20, 2025.
