Vulnerability Assessment: The Village Council passed a resolution to review and accept a vulnerability assessment from BCC Engineering, which identifies areas within the Village most susceptible to damage from an increase in sea-level and groundwater rise. The Florida Legislature recognized in 2021 that the state is particularly vulnerable to adverse impacts from flooding resulting in part from the increased frequency and duration of rainfall events, storm surges from more frequent severe weather systems, and sea level/groundwater rise. The study was funded by the Department of Environmental Protection’s Resilient Florida Grant Program. Read more at Tab 6 of the agenda.Â
Outdoor Dining and Sign Regulations: The Village approved the first reading of an ordinance to update outdoor dining rules and to allow certain types of electronic signs in public areas – with minor modifications related to noise, signage and the availability of bicycle racks. The ordinance allows for counter service and a pass-through window, would allow outdoor dining on the side of a restaurant, and would allow outdoor music in compliance with the Village’s noise restrictions. The ordinance would also allow digital message signs within public zoning districts that align with setback and preferred design alternatives delineated in the ordinance. Read more at Tab 8 of the agenda. The second reading of the ordinance is scheduled for July 9, 2024.
Charter Amendments: The Village Council passed a resolution to put proposed Village Charter amendments on the ballot for voters to decide during the general election on November 5, 2024. There are five proposed amendments. They involve term limits for elected officials, how to fill vacant council seats, and procedural amendments to ensure consistency with Florida law. The commission, made up of Pinecrest residents, met five times. Each meeting was publicly advertised and open to the public. Read more at Tab 12 of the agenda.
