The City of Treasure Island invites residents and businesses to a Town Hall Meeting on this evening, December 18, from 5:30 to 7:30 p.m. The event will be held on the 5th floor of City Hall, 10451 Gulf Blvd. It aims to answer community questions, promote transparency, and clarify post-hurricane permitting processes and Substantial Damage determinations. City Commissioners, city staff, and other special guests will be in attendance to answer questions.
This town hall is designed to inform the community about where we are in the disaster recovery process and to address general questions regarding permits and Substantial Damage determinations. The city recognizes the community’s concerns and seeks to offer clear explanations about these processes. However, please note that specific questions related to individual permits will not be addressed during this meeting.
Questions were asked to be submitted by 9 a.m. this morning. The period to submit questions has passed. Questions will be allowed from the audience in attendance.
Due to fire code regulations and the size of the venue, attendance will be limited to 125 participants. For those unable to attend in person, the town hall will be recorded and uploaded to the City of Treasure Island’s official YouTube channel for public viewing.
The Town Hall will follow the agenda below:
- Opening/Introduction
-
Presentation by Community Development Staff: The presentation will cover the permitting process, Substantial Damage determinations, and an update on the City’s progress in issuing permits.
- Answering Pre-Submitted Questions/Other Questions
Guidelines for Attendees To maintain a professional and respectful environment, attendees are requested to follow appropriate decorum. Shouting out questions or interrupting individuals who are speaking will not be permitted. While the city acknowledges the challenges and frustrations caused by post-hurricane recovery, this town hall is hosted with the intent to provide clear and constructive information to assist the community.
The City of Treasure Island looks forward to engaging with residents and businesses during this important discussion, and we thank you for your patience.

For individuals who have requested the detailed Substantial Damage Estimator Tool Report following their Substantial Damage Determination letter, please note that, as of December 17th, we are experiencing technical difficulties importing information generated by the state teams into the report. The city is actively working with the state teams to resolve the issue and will provide the detailed breakdown to all who have requested it as soon as the problem is resolved.

If your property is subject to the 50% rule, you must ensure that all repairs and restoration keep the total cost below 50% of the building's value as determined by FEMA guidelines.
Condominiums, Condos/Hotels, and Townhomes:
- The Pinellas County Property Appraiser doesn’t provide a FEMA value for condos.
- You need to get a retrospective actual cash value appraisal for each building. (Find instructions on the Treasure Island’s Community Development webpage.)
- The condo association must provide a letter showing how repair costs are allocated for each unit.
Submit with your permit:
- Actual Cash Value Appraisal for the building.
- Letter from the condo association about cost allocation.
Parcels or Lots with Multiple Buildings:
- Like condos, the property appraiser doesn’t provide a FEMA value for these.
- Each building requires a retrospective actual cash value appraisal.
Submit with your permit:
- Actual Cash Value Appraisal for each building.
Multi-Tenant Commercial Buildings:
- These buildings already have a FEMA value from the property appraiser.
- The owner must submit a letter detailing how repair costs are allocated to each unit.
Submit with your permit:
- Letter from the owner or their representative about cost allocation.

A reminder to residents that construction debris does not belong in gray trash bins.
Recently, Public Works staff has observed an increase in this issue, leading to several problems:
- Construction debris weight damages garbage trucks.
- Repairs result in downtime and delays.
- Extra costs affect everyone.
Let’s work together to keep the city’s garbage equipment running smoothly. Dispose of construction debris properly by contacting a local contractor for removal or by taking it to a county dump site yourself. Thank you.
