Description of duties:

Highly responsible and complex managerial position requiring technical knowledge in administrative and management practices and principles and an understanding of the principles of wildlife management and ecology. 

The incumbent of this position serves as the Director of the Office of Conservation Planning Services within the Division of Habitat and Species Conservation (HSC) which is responsible for providing oversight, supervision, and guidance for the Land Use Planning Program and the Landowner Assistance Program. The position is directly responsible for internal, cross-divisional coordination on regulated land and water use issues and private lands issues.  Responsible for coordinating critical conservation challenges such as planning for population growth effects on conservation, developing and implementing landscape level conservation objectives, maintaining a high degree of engagement and proactively working with private landowners, and maintaining partnerships with state and federal agencies regarding fish and wildlife resources.  This position focuses on partnerships and planning, including reducing impacts to Florida’s imperiled species, reducing habitat fragmentation, and overseeing outreach and communication aimed at informing the public and partners of the conservation benefits of private working lands. Responsibilities also include working with partner agencies and local governments to increase the efficiency of regulations and policies aimed at establishing and maintaining conservation lands, mitigation, and development of economic and regulatory incentives for private lands conservation, and effectively evaluating and adapting program priorities, policies and operations to ensure to the extent feasible, that fish, wildlife and habitat conservation is being addressed in growth management, land and water use regulatory decisions; and on private lands. 

Serves on HSC’s Division Leadership Team, serves as the FWC FARM Bill liaison, and serves as FWC representative on the AFWA Agriculture Conservation Committee and associated work groups as assigned; works with stakeholders and partners to ensure responsiveness to their interests and with State and Federal agencies on areas of mutual concern.  Coordinates directly with Division and Executive leadership on emerging issues and conservation challenges.  

Other responsibilities include budget administration, planning and reporting; coordination of CPS activities with other agency sections, divisions and offices and external stakeholders; participation on technical committees and various FWC issue teams; and providing conservation planning subject matter expertise.  Handles technical questions from Commissioners, Legislators, public, and media on the policies and procedures of the Office and activities of the overall agency.  Assists in negotiating contractual services with other state, federal and university institutions to provide the best available scientific, technical and operational knowledge to field staff and public user groups.

Responsible for timely and accurate processing and or approval, as appropriate, of vendor invoices and warrants for payment of goods received or services rendered to avoid automatic interest penalty payments to said vendors.

Responsible for adhering to the provisions and requirements of Section 215.422, F.S., related to State Comptroller’s rules and Florida Fish and Wildlife Conservation Commission invoice processing and warrant distribution procedures. Responsibilities may include legislative interactions.

Courteously assists Commission constituents to resolve questions or problems they may have in matters relating to the Commission, its programs or fish and wildlife conservation, generally. Seeks to garner public support for agency objectives and programs by serving Florida’s citizens in a positive and proactive manner.
