Lead Service Line
Inventory Guidance

On Jan. 15, 2021, the U.S. Environmental Protection Agency (EPA) issued Lead and Copper Rule Revisions (LCRR) that went into effect on Dec. 16, 2021. The LCRR amended the Lead and Copper Rule (40 CFR Sections 141.80-.91).

The LCRR requires all community and non-transient non-community public water systems to create an inventory of all service lines. Initial Lead Service Line Inventories (LSLI) must be submitted to the appropriate DEP Regulatory District office no later than Oct. 16, 2024. Northwest District facilities should submittal documents to NWDPWS@FloridaDEP.gov.

State guidance for the LSLI is now available. The guidance, along with the required submittal template, can be found on our website.

Visit our website to find additional information, such as:

  • A copy of the EPA's Service Line Inventory Template workbook.
  • A Florida LSLI Guidance memorandum for the current Service Line Inventory requirements, which includes a separate attached document that provides helpful information on the submittal of the inventory itself.
  • A LSLI Questions and Answers document.

If you have any questions or concerns, contact Michael Mucci at Michael.Mucci@FloridaDEP.gov.

Proposed PFAS National Primary Drinking Water Regulation

Per- and Polyfluoroalkyl Substances (PFAS)

On March 14, 2023, the EPA announced the proposed National Primary Drinking Water Regulation (NPDWR) for six PFAS including perfluorooctanoic acid (PFOA), perfluorooctane sulfonic acid (PFOS), perfluorononanoic acid (PFNA), hexafluoropropylene oxide dimer acid (HFPO-DA, commonly known as GenX Chemicals), perfluorohexane sulfonic acid (PFHxS) and perfluorobutane sulfonic acid (PFBS). The proposed PFAS NPDWR does not require any actions until it is finalized.

The proposed limits are as follows:

Compound

Proposed MCLG*

Proposed MCL* (enforceable levels)

PFOA

Zero

4.0 parts per trillion (also expressed as ng/L)

PFOS

Zero

4.0 ppt

PFNA

1.0 (unitless) Hazard Index

1.0 (unitless) Hazard Index

PFHxS

PFBS

HFPO-DA (Commonly referred to as GenX Chemicals)

*MCLG = Maximum Contaminant Levels Goal

*MCL = Maximum Contaminant Level

Currently, DEP does not have MCLs for the aforementioned compounds, and is waiting for the EPA’s final regulation.

2024 Annual Monitoring Letters Are Now Available

2024 Annual Monitoring letters are now available for community water systems (CWS) and non-transient non-community (NTNC) systems.

To obtain your systems letter, visit our Northwest District Resources for Drinking Water Facilities and click on your applicable county.

A few things to note:

  • Individual letters are only provided for CWS and NTNC systems.
  • Transient non-community (TNC) sampling is summarized by DEP.
  • It is ultimately the responsibility of the facility owners to ensure all monitoring is completed and results are submitted timely to the department.
  • The information provided in these letters is a good faith assessment of the monitoring requirements for each system and we have sought to provide accurate information.
  • We strongly encourage all systems to conduct sampling early within the designated monitoring periods. This will allow time for resamples, if necessary.

If you have any questions about the annual monitoring letters, please contact NWDPWS@FloridaDEP.gov.

Electronic Monthly Operation Reporting (eMOR)

The Northwest District (NWD) invites water system operators to utilize electronic monthly operation reporting (eMOR) for a convenient and effective way of submitting monthly operation reports. More information can be found in the NWD eMOR Guide.

January 1 is the start of a new potable water monitoring cycle. As a reminder, this is the triennial monitoring year for small community public water systems.

The following public water systems are required to submit monthly operating reports (MORs):

  • TNC public water systems with food service.
  • NTNC public water systems.
  • Small community public water systems.
  • Large community public water systems.
  • Consecutive public water systems.

If you do not have the capability or do not want to submit a form electronically, hard copies of the completed form with all required attachments may be mailed to the NWD office at
160 W. Government St., Ste 308, Pensacola, FL 32502. Additionally, MORs can be emailed to the department at NWDPWS@FloridaDEP.gov.

If you are no longer a part of a public water system, the system will need to complete the Public Drinking Water System Contact Update Form. The form may be emailed to NWDPWS@FloridaDEP.gov.
