Welcome to the third annual edition of The Mix.
In this
issue, we cover concrete batch plant closure procedures, equipment recycle wash areas, and some helpful reminders. As always, if you have any questions or concerns, contact

Rule 62-620.610(15) Florida Administrative Code, states that
the permittee shall give the department written notice at least 60 days before
inactivation or abandonment of a wastewater facility or activity. The rule also states that the permittee shall
specify what steps will be taken to safeguard public health and safety during
and following inactivation or abandonment. The following are recommended
activities to be completed at the concrete batch plant prior to inactivation.
- Residual wastewater in Type I and Type II
systems should be allowed to evaporate, pumped out and disposed of at a
publicly owned treatment plant with approval of the wastewater treatment plant,
used in industrial process, or used for onsite dust suppression.
- Aggregate and materials should be removed from
the site.
- Sludge should be removed and taken to a landfill
or to a company for recycling.
- Permittee should include and describe the methods and
placement of any backfill to be employed onsite.
- Permittee should describe the disposal method
and/or recycle/reuse of any material associated with the impoundment.
- Permittee should include discussion of
disposal/recycling of unused products from the maintenance shop and disposal of
wash water and sludge from closed-loop recycling vehicle/equipment washing
facilities, if applicable.

To comply with your concrete batch general permit, it is
essential that water used onsite is handled properly. There should not be
any discharge from the closed-loop system to the ground or any surface water,
and degreaser and oil should never come into contact with the closed-loop
system. In order to ensure the closed-loop system is operating at its optimal
level and to aid in water conservation, the wash water needs to be piped
through a purification system and reused when possible. Occasionally, the closed-loop
system will require disposal of the wastewater, in which case records should be kept
onsite verifying the name of the hauler, date, quantity and location of
wastewater disposal.

We'd like to announce that Krista McGraw is now the environmental
manager in our compliance assurance program.
Krista joined DEP in 2006 in Northwest District's potable
water section. She moved to the wastewater section in 2009 where she was
primarily responsible for coordination of wastewater enforcement activities.
Since 2012, she has supported our compliance assurance program with areas of
responsibility covering industrial and domestic wastewater, NPDES stormwater,
and underground injection control.
We have redesigned our website to make sure it’s functional,
visually appealing and easy to use. As part of the redesign, we
implemented a new, easy-to-remember web domain: www.floridadep.gov.
To be consistent with the new web address, DEP is also
changing email addresses from dep.state.fl.us to floridadep.gov.
For example, John.Doe@dep.state.fl.us
will now be John.Doe@floridadep.gov.
For a while, both email domain addresses will work, but please go ahead
and update your contact lists with this change.
In accordance with Rule 62-621.300(3)(a)-(c), Florida
Administrative Code (Fla. Admin. Code), to continue coverage under the facility’s Generic
Permit for Discharges from Concrete Batch Plants beyond the expiration date for
coverage, the permittee must complete and submit to the department, at least
180 days prior to expiration of coverage, a Notice of Intent (NOI) to Use
Generic Permit for Discharges from Concrete Batch Plants, DEP Form
62-621.300(3)(b), Fla. Admin. Code. The NOI form is
available on the DEP website.
62-621.300(3)(b), Notice of Intent to Use Generic Permit for
Discharges from Concrete Batch Plants is a form that is used for surface water
discharge (NPDES) facilities. NPDES forms must be submitted by
mail. However, an electronic copy of the form will constitute the
multiple additional copies that are required by Fla. Admin. Code Rule 62-620.310(3).
This form should be submitted, along with any other
applicable forms and attachments, to the DEP office for the county in which the
industrial wastewater facility or activity is located.
