Meet The Marine and Aviation Department's Marine Facility Operators and Dockmasters
The Marine Facility Operators and Dockmasters Team is integral to the success of the Clearwater marinas. They have many responsibilities including customer service, daily housekeeping, assisting boaters, safety inspections and fueling, just to name a few. This team services both the Clearwater Harbor Marina and Clearwater Beach Marina. They are the staff members that tenants and clients interact with most often.

Marina Updates
Clearwater Beach Marina
The Clearwater Beach Marina project construction manager is now on board and we've held the first series of collaborative meetings with the construction manager and engineering teams. These meetings are critical as we move toward the 60 percent design threshold.
The scope, scale and complexity of this project can’t be overstated and we are confident that the project is moving forward with the support of city management and city council. We are anticipating a construction start date sometime in the first quarter of 2024 and will continue to keep everyone informed through the newsletter and contact list.
Clearwater Harbor Marina
The Harbor Marina parking lot will be completed prior to the opening of Coachman Park. However, there will be a two-week period during the first part of May when the temporary parking lot drop off point must be closed to finish paving the lot. We have worked with the contractor, the city's engineering division and the city's parking division and have established a workaround that we will share with everyone in our Harbor Marina tenant contact list.
Here is a depiction of what the completed parking lot will look like and its relationship to the South Basin and Dockmaster’s Office. The city’s parking division is responsible for managing this parking lot.
We will share their contact information and instructions on how to obtain tenant permits to those on our Harbor Marina tenant contact list.
Waterway Management
Slow Speed Zone Buoys
The entire set of buoys that establishes the slow speed zone off Sand Key was destroyed during Hurricane Ian.
Our skilled tradesworkers were recently able to reset them utilizing all new buoys and ground tackle.
Long-Term Vessel Storage
We have been working with the Clearwater Police Department to address the increasing problem of people using the waterways as long-term vessel storage. A state statute established in 2009 severely restricted local governments from regulating this area of concern. We’ve met with the county about establishing an anchoring limitation area, or ALA, in the Mandalay Channel and are currently evaluating that option. In 2009 we had a single vessel that regularly occupied Mandalay Channel. The photo below depicts the current situation.
Reminders & News
The replacement Viz-Pin in favor of a prox-card access system is nearing completion at the Clearwater Beach Marina. We will be sharing information on the transition directly with our Clearwater Beach Marina tenants.
We will keep you updated on the timetable for the Clearwater Harbor Marina to transition to the new system.
We have established a contract with Dockwa to expand their services beyond our transient vessel booking system. This expansion will allow our tenants to establish online accounts and payment portals capable of managing all of your required documentation and automatic payments. We will keep you advised on the progress of the project.
We established July 1, 2023 as a target date for implementation to coincide with our migration to a cashless department.
