Dear Ward 8 Residents,
Earlier this month, my team and I joined the DC Department of Parks and Recreation (DPR) for a community meeting to get updates on Ward 8 projects. DPR shared exciting progress on the Fort Stanton Recreation Center field renovation, which is now in the design phase and includes plans for artificial turf and improved parking. I'm also excited for the soon-to-be scheduled ribbon-cutting for the new Anacostia Recreation Center later this year. You can watch the full video presentation on demand. I want to thank DPR for working collaboratively with our residents to make sure these upgrades truly meet the needs of Ward 8 families.
Also, this month, I visited Livingston Place Assisted Living Facility to share lunch and hear directly from residents about their concerns. These conversations matter — and I want them and all residents to know we will follow up to make sure their needs are addressed.
I'm keeping a close eye on the federal government shutdown and its impact on our residents. The District has created a special website to help federal workers access local supports and resources, you can find links below in the list of resources. My colleagues and I are monitoring the situation closely, especially when it comes to SNAP benefits. If the shutdown continues into November, it could affect benefits for many of our families. We are doing everything we can to prepare and advocate for those who may be impacted.
Finally, I joined my Council colleagues in signing a letter to Mayor Bowser urging her administration to use the District’s improved revenue forecast — an additional $263 million for FY 2026 — to invest $9 million more into the Early Childcare Educator Pay Equity Fund. You can see my full comments here. Our educators deserve fair pay, and our children deserve the best start possible.

Celebrating, Serving, and Standing
Strong in Ward 8
Over the past few weeks, Councilmember White and Team Ward 8 have been busy celebrating unity, uplifting our youth, and listening to Great 8 residents.
From the Million Man March festivities to serving our seniors and joining community walking tours, Team Ward 8 remains committed to showing up, standing with you, and doing the people’s work every single day.

Addressing Overcrowding at the Youth Services Center
Last week, the Committee on Youth Affairs held a Public Oversight Roundtable on overcrowding at the Department of Youth Rehabilitative Services (DYRS) Youth Services Center (YSC).
Councilmember White used the opportunity to share long-standing concerns about the ongoing safety and staffing challenges at YSC. Over the years, he has convened multiple oversight hearings to push for lasting solutions that protect both the youth in care and the dedicated staff who serve them.
Persistent issues remain, including high staff turnover, delays in youth placement, and insufficient resources that have led to overcrowding and unsafe conditions. Councilmember White emphasized that the District must not return to the consent decree era of the Jerry M. case and must remain focused on rehabilitating young people to return home with hope, skills, and opportunity.
Ward 8 Bills Approved by the Council
During the most recent legislative session, the Council voted on several bills directly impacting Ward 8:

Marvin “Slush” Gross Way Designation Act – Symbolically renames Sumner Road SE in honor of Marvin “Slush” Gross, a beloved community figure known for his dedication to youth and neighborhood service.

Lee Montessori Alley Closing Act – Closes an alley to provide safe and accessible play space for students at Lee Montessori Public Charter School.

Frederick Douglass Bridge Right-of-Way Closing Act – Authorizes closing a portion of the former bridge right-of-way to support Phase 2 of the Riverfront development, including plans for a new marina along the Anacostia River.
Supporting Early Childhood Educators
The Council also held its first vote on the Early Childhood Educator Pay Scales Amendment Act of 2025, which makes adjustments to the pay scale designed to raise salaries for early childhood educators.
Councilmember White reaffirmed his commitment to fully funding this critical program. You can watch his remarks here! He also joined colleagues in signing a letter urging the Mayor to use recent revenue increases to maintain salary supports for early educators. “Our children’s first teachers deserve stability and fair pay,” he noted.
