Dear Neighbors:

Many of you are about to, or have already seen a substantial increase in your water bill – I know I have!  This is because DC Water has allocated a major budget item for their Clean River Project.  While it’s true that our infrastructure is extremely old, a Consent Decree between DC Water, the Anacostia River Project and the EPA has mandated much of this work.  There is no question we should all be concerned about our environment but I’m troubled that our residents and businesses will be paying for the entire cost of reducing pollution when the causes of many of these issues are well beyond our own communities.  I have been and will continue to work with my colleagues and DC Water to see if other funding can be secured to relieve some of this pressure.  To read the Decree and what DC Water has already been doing to meet its mandate, please visit: http://www.dcwater.com/workzones/projects/longtermcontrolplan.cfm.

I urge all of you to go to the DC Water Budget hearing tonight at 6:30 pm. Please find more information in my Events section.

Finally, I want to let you know that as DC Water sets its contracts for construction, I have and will continue to press them to ensure that DC residents are hired first.  We certainly have residents who want and need jobs.  The Washington Interfaith Network (WIN) has trained and continues to train people for these jobs.  They have already approached DC Water and offered to work with them.  I will not give up on this.  We need to get our people back to work and this is a great opportunity.

Economic Development News

Reminder: Walter Reed Special Assessment/Increase Property Tax Clarification

There have been a series of messages disseminated on the list serves about the potential for a special tax to support the redevelopment of the project.  The Office of Planning (OP) would like to clarify that there is no plan to set up a special assessment or increase property taxes for existing homes and businesses around the Walter Reed facility.

OP recently engaged the Urban Land Institute (ULI) to convene a panel of outside independent industry experts through a Technical Assistance Panel (TAP) to present and share ideas about how temporary uses may be implemented on the campus as development is underway.  As part of this exercise, the panel shared several ideas and initial approaches that the District could possibly evaluate to undertake.  Amongst many ideas, the panel also mentioned that at some point, if there is a need and value that this assessment could be implemented with the community's support to a larger area outside of the facility.

It is critical to note that these are only ideas.  These approaches will be evaluated in greater detail once the final TAP report is complete in late May and as the District has a stronger grasp of the actual development and operation costs for the site. OP greatly values the support of the community and having clear communication about the project.

Safety News

CCCA Annual Public Safety Meeting, May 14th

The Chevy Chase Citizens Association (CCCA) will host their annual public safety meeting on Tuesday, May 14th, 7:30 pm at the Chevy Chase Community Center located at 5601 Connecticut Avenue, NW.  The program will focus on public safety issues relevant to the Chevy Chase community.  The association will also recognize the efforts of officers and block captains who work to protect our community.  MPD Sergeant Ronald Reid will address adult sexual crime prevention.  Additionally, a PSA 201 officer will address combating crime and Chevy Chase Village Police Chief John Fitzgerland was also invited.

Prior to the program, the association will elect officers for 2013 – 2014.

Metro News

Metro to Open at 5:00 am for the Susan G. Komen Race for the Cure, May 11th

Metrorail will open two hours early, at 5:00 am on Saturday, May 11th, for the Susan G. Komen Race for the Cure.  Race participants traveling to the start line should use the following stations:

  • Metro Center (Red/Blue/Orange lines)
  • Federal Triangle (Blue/Orange lines)
  • Smithsonian (Blue/Orange lines)

 

Metro Continues Weekend Work, May 10th – 12th   

This weekend's rebuilding work will result in service changes on the Red, Orange, Blue, and Yellow lines beginning at 10:00 pm Friday and continuing through system closing on Sunday night.  There is no scheduled track work this weekend on the Green Line.  Trains will operate normally between Greenbelt and Branch Avenue.

Red Line

  • Red Line trains will single track through two work zones – between Grosvenor and Twinbrook, and between Rhode Island Avenue and Takoma – to allow for platform reconstruction at several stations.
  • Throughout the weekend, Red Line trains will operate every 28 minutes between Shady Grove and Glenmont.
  • Customers will experience this longer travel time on the platform.  Once the train departs, it is not expected to experience additional delays en route.
  • Additional trains will operate between Grosvenor and NoMa-Gallaudet, providing service about every 10 minutes between these stations during daytime hours.

Councilmember Muriel Bowser will be participating in Bike to Work Day on Friday, May 17th.  The event is hosted by Commuter Connections and the Washington Area Bicyclist Association and they invite residents to join 10,000 area commuters to bike to work.  Councilmember Muriel Bowser will bike with a Ward 4 convoy from a to-be-determined location in Ward 4 to the John A. Wilson Building in downtown DC.

Reminder: Humanities Council’s Live to Read Opening Event and Celebration, May 1st – 15th

The Humanities Council will host their opening event for their Live to Read celebration on Wednesday, May 1st from 6:00 pm – 8:00 pm at the Deanwood Community Center and Library located at 1350 49th Street, NE.   The opening will feature Anthony Grooms, the author of one of the two chosen books for the celebration, Bombingham who will discuss and sign his book.  The program will also feature an intergenerational discussion entitled “Triumphs from Movement: A Reflection on the 50th Anniversary of 1963.”  This year’s celebration will focus on the events that occurred across the nation in 1963, with an emphasis on Birmingham, Alabama and Washington DC.  The other chosen book during this celebration is The Watsons Go to Birmingham – 1963 by Christopher Paul Curtis.

DC Water Rate Hearing, May 8th

Reminder: Washington Public Latin Modernization Update and Meeting, May 9th

On Thursday, May 9th, Washington Latin Public Charter School will host a meeting to introduce the school to the neighbors of the former Rudolph Elementary School at 5200 2nd Street, NW.  The school is presently renovating and modernizing the building and will consolidate their three campuses on 16th Street onto this campus.  Members of the Washington Latin community as well as the architects will be there to speak with neighbors about the classical education the school offers and to describe in detail their plans for the campus.  The meeting will be held at Truesdell Education Campus at 6:30 pm, which is located at 800 Ingraham Street NW.

Fort Stevens Play Space Information Meeting, May 13th

The Department of Parks and Recreation (DPR) and the Department of General Services (DGS) will host an informational community meeting to provide an update on the upcoming renovations to the play space at Fort Stevens.  Representatives from DPR, DGS, and the contractor will be on hand to provide a design overview, construction schedule and logistical impacts on the site.  The meeting will take place at the Fort Stevens Recreation Center located at 1327 Van Buren Street, NW on Monday, May 13th from 6:30 pm – 8:30 pm.

Reminder: DOH Resilient DC Community Forum, May 15th

DC Learns STAR event, May 11th and May 18th

DC Learns will host the Sing Talk and Read (STAR) event at the Petworth Library on Saturdays, May 11th and May 18th from 3:00 pm – 4:15 pm.  The library is located at 4200 Kansas Avenue, NW.  Parents, caregivers and respective children (newborn to 5 years old) are invited to two afternoon of fun to learn six early literacy skills to get children ready to read.  Light refreshments will be provided and prizes will be raffled.

Ward 4 Students Winners of the 30th Annual Larry Neal Writers’ Competition

The DC Commission on the Arts and Humanities’ Larry Neal Writers’ Competition recognizes the artistic excellence of emerging and established DC Writers.  This year two Ward 4 students were recipients of the prestigious 2013 Larry Neal Prize.  Chidinma Onouhna of McKinley Technology High School won for the category of Teen Fiction and Kareema Badawi of Coolidge High School won for the category of Teen Essay Writing.

Washington Latin Public Charter School Groundbreaking and Update

Councilmember Bowser participated at the groundbreaking ceremony for the Washington Latin Public Charter School yesterday at the former Rudolph Elementary space located at 5200 2nd Street, NW.  Washington Latin leadership, students, community leaders, and supporters were present for the historic groundbreaking.  Ward 4 students make up a majority of Washington Latin’s growing 600+ student population.
