Letter from Muriel

Dear Neighbors:

I would like to pause and take a moment to pray for the victims of the Boston Marathon attack.  In the midst of this tragedy, our city and communities across America are in solidarity against such a heinous crime and are in full support of the great city of Boston.  We will be diligent and relentless in our protection of this city and our precious neighbors and families.

I want to thank all of my neighbors who attended my Town Hall co-hosted with DC Water, my Office Hours in the Ward at Annie’s Ace Hardware on Upshur and the joint education meeting with the Ward 4 Educational Collaborative!  Your input, feedback, concerns and questions have been importantly noted and we will update you all very shortly.

This Sunday, April 22nd, we will be celebrating Earth Day!  Please refer to the Events section in my newsletter for information about Earth Day related activities and other important events.

Lastly, don’t forget to vote in the Special Election on April 23rd!

Metro News

Metro Continues Weekend Work, April 19th – 21st

Following a four week reprieve from track work, Metro continues with the rebuilding effort. Metro is investing $5.5 billion to install new rail, ties, platforms, escalators, signals, lighting, communication systems, and more.  It represents the largest capital investment – and work effort – since the system's original construction in the early 1970s.

This weekend's rebuilding work will result in service changes on all lines beginning at 10:00 pm, Friday, April 19th and continuing through system closing on Sunday night, April 21st.

Red Line

  • Free shuttle buses will replace Red Line trains between Gallery Place and Union Station as workers install 600 feet of new lighting fixtures between the tracks at Judiciary Square Station.  The project is part of an ongoing effort to improve brightness and energy efficiency.  Rail service must be suspended because the light fixtures are located within inches of both third rails.
  • Judiciary Square Station will be closed throughout the weekend.
  • Trains will operate as follows: 1. Between Glenmont and Union Station every 10 minutes during daytime hours and at regular weekend intervals at other times.  2. Between Shady Grove and Farragut North every 10 minutes during daytime hours and at regular weekend intervals at other times.  3. In addition, a special "shuttle train" will run continuously between Farragut North, Metro Center and Gallery Place.  Customers traveling between these three stations and the western side of the Red Line should transfer across the platform at Farragut North to continue their trip.
  • Customers traveling between the eastern side of the Red Line and Downtown destinations may wish to consider using Green Line service between Fort Totten and Gallery Place as an alternate route.
  • Customers using shuttle bus service should allow 10 to 15 minutes of additional travel time.
  • Last train change: To allow for shuttle bus connections, the last train from Glenmont to Union Station will depart 32 minutes earlier than normal on Friday, Saturday and Sunday nights. The train will leave Glenmont at 2:05 am on Friday and Saturday, and at 11:05 pm on Sunday.

Walter Reed Special Assessment/Increase Property Tax Clarification and Advisory Group Community Meeting, April 30th

Earlier this week, there were a series of messages disseminated on the list serves about the potential for a special tax to support the redevelopment of the project.  The DC Office of Planning would like to clarify that there is no plan to set up a special assessment or increase property taxes for existing homes and businesses around the Walter Reed facility.

The office recently engaged the Urban Land Institute (ULI) to convene a panel of outside independent industry experts through a Technical Assistance Panel (TAP) to present and share ideas about how temporary uses may be implemented on the campus as development is underway.  As part of this exercise, the panel shared several ideas and initial approaches that the District could possibly evaluate to undertake.  Amongst many ideas, the panel also mentioned that at some point, if there is a need and value that this assessment could be implemented with the community's support to a larger area outside of the facility.

It is critical to note that these are ideas.  These approaches will be evaluated in greater detail once the final TAP report is complete in late May and as the District has a stronger grasp of the actual development and operation costs for the site. The office greatly values the support of the community and having clear communication about the project. They invite everyone to attend their next Community Advisory Group meeting, April 30th from 6:00 pm – 7:30 pm at Fort Stevens Recreation Center, 1327 Van Buren Street, NW.

For more information on the WRAMC ULI TAP, please contact Martine Combal, Walter Reed LRA Director at martine.combal@dc.gov or Jason Cross, Project Manager, Jason.cross@dc.gov.
