DC Council Grants the ABC Board Authority to Extend Hours for Special Events
On April 1, 2025, the DC Council passed the On-Premises and On-Site Extended Hours Program Emergency Amendment Act of 2025, granting the ABC Board the authority to extend the hours of sales, service, and consumption of alcoholic beverages for on-premises retailers, manufacturers holding an on-site sales and consumption permit, and temporary licensees for cultural events, sporting events, or tourism-related events. The legislation was signed by Mayor Muriel Bowser on April 22, 2025, and took effect on that date.
As a result, the ABC Board granted an extension of hours for WorldPride 2025 and 2025 FIFA Club World Cup, as noted above. Additional details are available in the public notice.
 Streatery Program and Endorsement
A Streatery Endorsement allows establishments to sell and serve alcohol on new and expanded ground floor or street level outdoor public or private space not listed on its existing alcohol license, such as parking lanes, travel lanes and alleys. Before offering such programming or services, venues must apply for a Streatery Endorsement.
The District's Department of Transportation and Department of Buildings have proposed rules, detailed in the DC Register, to make the Streatery program permanent. The public may submit a public comment before June 2, 2025, to publicspace.policy@dc.gov.
More information about the program is available at Streateries | Public Space Activation. More information about the endorsement is available on ABCA's website or contact ABCA.AlcoholLicensing@dc.gov for questions.

ABCA is committed to the prevention of underage drinking in the District. In addition to conducting compliance checks and offering ID Compliance training to licensees, ABCA also provides education directly to minors at most local colleges, universities and youth groups.
Through the DC Double Check 101 program, Staff from ABCA's Enforcement division provide onsite information sessions to educate young people about the effects of alcohol and the risks that can be associated with underage and binge drinking. ABCA staff engage with youth, demonstrating the experience of driving while impaired and discussing indicators of excessive drinking.
To request an information session, contact Public Information Officer Mary McNamara or Community Outreach Specialist Sarah Weniger. More information about underage drinking prevention is available on ABCA's website.
