This project seeks to illuminate the boundless spirit of the capital, revealing its wellspring of strength – its people.
By February 12th, 2024, the response from across the District has been eye-opening. A vibrant tapestry of appreciation emerged from 284 individuals who shared 647 stories. While each story is a unique gem, common threads bind them, showcasing the shared values and dynamic spirit of DC residents.
Unsung Heroes and Natural Treasures
Among those celebrated, WMATA drivers shine with their warmth and dedication. Commuters express profound gratitude for these individuals, who not only keep them safe but also make the daily commute more humane. This recognition underscores their crucial role in weaving together the District's diverse fabric.
Cultural and recreational gems abound: the serenity of the Anacostia Riverwalk, the intellectual sanctuary of the MLK Library, and the natural oasis of Rock Creek Park. These spaces are vital not just for their beauty but for fostering mental well-being, cultural enrichment, and a sense of community. The sustainability focus of markets like Dupont Circle and Eastern Market, alongside the city's bike lanes, shows a dedication to inclusivity and accessibility.

In a groundbreaking initiative, the District of Columbia has launched the HBCU Public Service Program, a first-of-its-kind collaboration with Howard University and the University of the District of Columbia. This program aims to create a direct pathway for HBCU graduates to enter public service, offering 25 graduating seniors’ year-long apprenticeships across various DC government agencies and DC Water.
Mayor Bowser, the Department of Employment Services (DOES), the District’s Department of Human Resources (DCHR), and the Mayor’s Office of Innovation (MOI) have worked collaboratively with the University of the District of Columbia and Howard University to bring this initiative to fruition.
The program offers a holistic experience, combining full-time employment with immersive on-the-job training, mentorship, and professional development. This prepares participants for meaningful roles within the government, equipping them with practical skills and competitive compensation.
Beyond individual growth, the program fosters a sense of community through networking, volunteer opportunities, and professional development workshops. By ensuring diverse career paths, the HBCU Public Service Program reflects the District's commitment to harnessing the potential of HBCU graduates and bolstering government excellence with fresh, passionate talent.
"This is a strategic investment in the future leadership of District government," said the Innovation Team’s Dr. Lindsay Quarles. "We believe that HBCU graduates bring exceptional perspectives and experiences to the table, and as public administrators within District government, we're committed to fostering HBCU future leaders’ development and advancement in public service."

This includes utilizing both digital and traditional channels, such as social media campaigns, influencer partnerships, and targeted events at both universities.
