Our new licensing system – Hopefully by now all of you have renewed your licenses and we do apologize for any confusion that you may encountered during the process.  I want to personally thank you for hanging in there while we processed everyone this cycle.  Once you have your new license in hand, please go to ASC.gov and search for your name.  Make sure that your license status reads ACTIVE.  If it does not, please contact Kevin Cyrus by email at kevin.cyrus@dc.gov  and put ASC in the Subject line. Due to the changeover in the systems, the updates to the ASC did not happen automatically and although we feel we have gotten everyone updated, it is possible that some were overlooked.  Please verify your records are updated. Also, please bear with us as we go through some staffing changes, and we will update the website with any new contact numbers.

USPAP:  What’s new this cycle –  2022-23

Hopefully, everyone completed their 2022-23 USPAP 7-hour update course… bringing you into compliance. Although there were no changes this cycle and the cycle was just extended to in 2023, it is still critical to make sure you are current.  Make sure your reports are USPAP compliant so you don’t end up in front of the Board for review.  When a complaint does come before the Board, we will always review it for USPAP compliance and the biggest issues we find are:

  • Everyone signing the Appraisal Report must be licensed in the District and anyone who contributes to the Appraisal Report must be disclosed in the addendum AND on the Certification Page;
  • Appraisal Qualifications Board – A supervisor may only supervise three trainees at any given time;
  • The Certification Section on the FNMA 1004, 2055, 1073, 1075 or any of the other Form Report do not meet USPAP requirements, therefore, every report should have a separate ‘signed’ certification page with a signature block that meets USPAP. Research “Sample Certification Statements for appraisal reports” to find the required language.   – side note – many of our reviews of complaints will find that the appraisal report is USPAP compliant EXCEPT for the lack of a separate signed Certification Statement.  Make sure you are compliant.
  • A Special Note from the ASC to The Appraisal Foundation regarding Fair Housing and the need to address Bias in the Appraisal process. A 90-minute update will be made available to everyone who has already taken their USPAP course. This section clarifies and adds details to the current section examining bias as it relates to USPAP.

It has been said that we should give people their roses while they can appreciate them. And so, the DC Board of Real Estate Appraisers and the appraiser community at large is sending a huge bouquet to Chairwoman Tamora Papas.

Ms. Papas has given, and continues to give, service above and beyond the pale. She embodies the Board's mission to protect the public health, safety, and welfare of the public and to assure the public that persons engaged in such occupations or professions have the specialized skills or training required to perform appraisals in the District of Columbia.

Her experience has been a steading influence for the Board as well as a wealth of knowledge and poise in the face of appearances before the DC Council, in adjudicating consumer complaints and finding ways to deal fairly with complex licensing applications.

Throughout her tenure, Ms. Papas has proven to be a great  communicator, resourceful and a true professional. We may not say it often enough, but we will say it now:

AARO Board of Directors Member

Leon Lewis, Executive

Leon Lewis, Executive to the DC Board of Real Estate Appraisers, was recently elected to the Association of Appraisers Regulatory Officials (AARO) Board of Directors as an alternative member.  Mr. Lewis will serve in that capacity beginning January 1, 2023 thru December 31, 2023.   Mr. Lewis will be providing support to the AARO Board  in all areas, inclusive of its mission to serve as an advocate for member jurisdictions as to enforcement and administration of appraiser and appraisal management companies’ regulatory laws, as well as to provide leadership in all areas of AARO.

Martin "Marty" Skolnik

Marty Skolnik

Martin Skolnik, MAI

Mr. Skolnik has 35+ years of experience as a real estate appraiser and has focused most of his career on commercial, multifamily, industrial, and retail properties in the DC, Maryland, Virginia, and Pennsylvania markets as well as on staff asset management/valuation positions with national corporations and local government, and have earned the prestigious MAI appraisal designation given by the Appraisal Institute. 

Mr. Skolnik has been a resident of the District of Columbia for more than 12 years (Ward 3) and is currently employed as the Chief Appraiser for Freddie Mac’s Multifamily housing division in McLean, Virginia.

Anthony R. Bolling. JD, CCIM, MiCP has extensive experience as a real estate professional in the DC Metropolitan area. He serves as Associate Broker and Director of KW Commercial at Keller Williams Preferred Properties (KWPP) in Upper Marlboro, Md.

He leads a team of diverse real estate professionals offering a full range of real estate services. 

Anthony R. Bolling, JD, CCIM is a second-generation Washingtonian, life-long resident of Ward 7 and resides with his wife and two children.

How to Stay Out of Trouble

      These two are the most frequent violations we see at the Board:

  • Use the Correct Form – Remember that your typical 1004, 1073, 1025, 2055, 2075 COOP or any other Fannie Mae or Freddie Mac forms are for Lender/Mortgage Only. All other assignments need to be on a GPAR or other General Purpose Forms that all software providers have for you to use.  If you use the wrong form you are in violation of USPAP and unfortunately by using the wrong form you also have broken several other USPAP requirements…So use the right form for the assignment.
  • Know What You Are Signing – Make sure the Certification Page is the correct page for the assignment you are completing. Using the wrong Certification is a USPAP violation.
