The Department of Housing and Community Development (DHCD) has recently launched two grant programs to help tenants and community organizations adjusting to the impact of COVID-19 on their normal routines.
“This public health crisis continues to push our staff to be more creative at providing resources to help District residents and community organizations," said DHCD Director Polly Donaldson. "The programs we have developed highlight how federal resources are needed to help local communities recover from the impact of COVID-19."
DHCD has provided a total of $8.2 million from the U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG) Program for the COVID-19 Housing Assistance Program (CHAP) and the COVID-19 Nonprofit Support Grant.
The housing assistance program is administered by three local nonprofit organizations: Housing Counseling Services, Greater Washington Urban League and United Planning Organization. Each have received $2.07 million in federal funding for tenant application intake, tenant income verification and payment disbursement.
Eligible applicants must be a District resident who has lived in a legal rental unit under District law since February 2020, earns between $21,2000 and $77,600 annually based on household size and has no more than three (3) months in arrears since April 2020. Applicant must be able to verify income and demonstrate proof of rent delinquency. Tenants receiving rental assistance from other sources are not eligible.

DHCD will provide $2 million from the U.S. Department of Housing and Urban Development’s (HUD) Community Development Block Grant (CDBG) Program to support housing and community development nonprofits who have experienced an increase in administrative costs, constituent requests or other disruptions to normal operations due to COVID-19.
Eligible nonprofit organizations, which includes entities that offer job training, fair housing activities, recreational programs, services for seniors and homeless persons, may receive up to $50,000 in assistance.
