We are happy to have made it to our third monthly newsletter! And it has been quite a month.
The DC Council held its first reading of the Framework Element of the Comprehensive Plan, with a second reading likely in September. Given the movement at Council, OP is moving forward with its work to amend the remaining elements and maps of the Comp Plan. If Council enacts the Framework in September, we plan to share the rest of the proposed amendments for public review over the fall and winter.
We are also working hard to make progress on the Mayor's ambitious housing goals and to deliver on her Mayor’s Order. We have released our first housing survey to collect your feedback on the current and future distribution of affordable housing in the District. You can read more about the survey below. We will use this to inform proposed housing targets for planning areas across the District

As we announced in our June newsletter, OP and the Department of Housing and Community Development (DHCD) are partnering on the Housing Framework for Equity and Growth, an in-depth housing system analysis to ensure all residents can live in the city without being burdened by housing costs. This analysis was directed by Mayor Bowser's Mayor's Order on Housing and will examine the challenges, barriers, and opportunities for achieving the Mayor’s goal of producing 36,000 new residential units by 2025.
Bold action to address housing affordability requires the entire city’s input and energy. To help guide the development of the Housing Framework for Equity and Growth, OP and DHCD have launched a short resident survey on the current distribution of income-restricted affordable housing in the District. The survey will help shape our recommendations on how the city can more equitably build and develop affordable and market-rate housing. We want to hear from you; please take our housing survey here by Sunday, August 30th.
In addition to our online survey, OP and DHCD have conducted community engagement activities at different District events this summer and gathered feedback on residents’ housing needs. The DC Council held its first reading of the Framework Element of the Comprehensive Plan on July 9th and a second reading is likely to occur in September.
The Council's current markup of the Framework Element retains the essential concepts of the original proposal submitted to Council last year. We will continue to work with Council over the summer to address any questions prior to the second reading and to begin sharing ideas regarding the remaining 24 elements and two maps. OP has proposed additions of new ideas like a potential guiding principle that addresses racial justice, fair housing, and displacement through the lens of equity.
OP is moving forward with its work to amend the remaining elements and maps with a plan to share the proposed amendments for public review over the fall and winter pending the Council's enactment of the Framework in September.

DC Construction Study – Request for Proposals (RFP)
The District of Columbia Housing Finance Agency (DCHFA) requests proposals from qualified vendors to conduct a study of development costs by building typology, affordability, and the impact of public policy on the cost of residential development in the District of Columbia.
The deadline for submission of proposals is Thursday, August 15, 2019 at 4:00 PM ET.

FY20 Playable Art DC - Request for Qualifications (RFQ)
The District of Columbia Commission on Arts and Humanities (CAH), in partnership with the District of Columbia Office of Planning (OP), is excited to announce a national call to artists for the Playable Art DC, a creative play and placemaking project. We are seeking artists and design professionals with prior site-specific public art experience to design, fabricate and install playable artworks at three unique sites in Washington, DC. The competition includes two selection processes: qualifications and site-specific designs. Up to three finalists will be selected for each of the three sites.
The deadline for submission of qualifications is Friday, August 23, 2019 at 4:00 PM ET.
