The DC Department of Housing and Community Development (DHCD) uses several local and federal resources to provide gap financing for affordable housing projects—one of them is the federal Low Income Housing Tax Credit (LIHTC) Program.
Federal law requires the District to develop a LIHTC Qualified Allocation Plan (QAP) to ensure the selection of projects complies with federal law and addresses, on a priority basis, the District’s housing needs.
DHCD is in the process of drafting its 2019 QAP, and is holding a Questions and Answers Forum to seek public input on suggestions for the revised plan, based on lessons learned from the 2017 QAP. Here are the details.

The forum will focus on questions such as:
- What aspects of the 2017 QAP did you find effective or useful? What aspects do you think need changes?
- What suggestions do you have for the QAP update?
- What approaches do you find useful from other jurisdictions?
- Do you think the QAP helps the District achieve its goals and priorities (examples include affordable housing preservation, permanent supportive housing, large units, and deep income targeting)?
- What are your thoughts on income averaging, where developers can serve households with incomes up to 80 percent of the Median Family Income (MFI) as long as at least 40 percent of units are both rent-restricted and occupied by households with lower MFI?
