On September 11, 2018, The Mayor's Office of Veterans Affairs joined with Help Heal Veterans, and the Washington DC VA Medical Center Veterans Mental Health Advisory Council to distribute Therapeutic Care Bags to veterans in need.

The Mayor’s Office on Veterans Affairs ("MOVA") is launching a pilot transportation program for District of Columbia veterans with the Department of For-Hire Vehicles. Program eligibility is restricted to veteran residents of Washington DC with an annual income of less than $30,000. Documentation evidencing eligibility may be requested by MOVA. The purpose of this program is to ensure that this population has access to the medical, educational, employment and other opportunities that they require.

Program participants may only use Program rides for the following:

  • Employment opportunities: limited to job interviews, job fairs, recruitment events, and other similar opportunities, and does not include commuting to and from work
  • Educational opportunities: limited to college courses, college prep courses, GED courses, apprenticeship programs, and other professional licensure courses
  • Medical treatment and/or similar appointments

To register for VetsRide, a veteran must sign-up in person at the Mayor's Office of Veterans Affairs Ensure you bring proof of DC residency, DD-214, NGB-22, or VA Card, and a statement of your annual income.  All veterans must also have a current DCNetwork account, which can be created or updated at the Mayor's Office of Veterans Affairs.

Combat-Injured Veterans Tax Fairness Act of 2016

The Combat-Injured Veterans Tax Fairness Act of 2016, enacted December 2016, allows certain veterans who received lump sum disability severance payments additional time to file a claim for credit or refund of an overpayment attributable to the disability severance payment. The law directed the Secretary of Defense to identify disability severance payments paid after January 17, 1991, that were included as taxable income on Form W-2, Wage and Tax Statement, but were later determined to be nontaxable and to provide notice of the amount of that payment. The Department of Defense is mailing letters to affected veterans (letters 6060-A and 6060-D) in July 2018.

What this means for some veterans

Veterans discharged from military service due to medical disability may receive a one-time lump sum severance payment. Disability severance pay is taxable income unless the pay results from a combat-related injury or the service member receives official notification from the Department of Veterans Affairs (VA) approving entitlement to disability compensation.

Anyone who received a disability severance payment that was taxed and determines later that the payment qualifies under one of the rules above can file a claim for credit or refund for the tax year in which the disability severance payment was made and was included as income on a tax return.

For veterans who received a lump sum disability severance payment after January 17, 1991, the Combat-Injured Veterans Tax Fairness Act of 2016 may provide additional time to claim a credit or refund for the overpayment attributable to the disability severance payment.

RESIDENCY PREFERENCE:  District of Columbia will receive prioritized review

 The Veterans Service Officer directs, determines, prepares, coordinates, and supervises the filing of claims for Federal and State Veteran benefits and services for District veterans and their qualified dependents. Act as an advocate on their behalf or direct them to other authorized agencies as their needs dictate.   Maintains confidentiality of all information and provides compassionate encouragement to clients in securing counseling or treatments.  The Veteran Service Officer also maintains an outreach program to ensure veterans and eligible family members are aware of and able to submit claims for benefits they have earned as a result of their service to our country. 

 ESSENTIAL FUNCTIONS:

  • Directs, determines and prepares submission of claims for veterans and/or family to the appropriate Federal or State Office.
  • Develops and prepares supportive evidence for claims to substantiate eligibility and need.
  • Initiates, develops and presents appeals for claims that are of merit and were denied. Maintains working knowledge of the Board of Veterans Appeals, as well as the Court of Veterans Appeals and the case decisions that are made each year.
  • Establishes and maintains new department related software for development of claims and database of eligible veterans.
  • Advises, consults and counsels veterans and/or families in benefits and other personal situations as required.
  •  Initiates and maintains veteran files for claim processing.
  • Assists survivors and/or dependents of military casualties (i.e. burial benefits, funeral arrangements, pension, and survivor benefits).
  • Works with and coordinates with non-profit Veterans organizations.
  • Performs regular outreach to the Veteran Community
  • Assists Veteran and/or family with any other needs that may be appropriate or needed. Advises, recommends other sources available that may be able to assist.
  • Manages and directs all Veteran information in the strictest of confidentiality.
  • Performs other work-related duties as required.

 REQUIRED EXPERIENCE:

  • Demonstrated knowledge of the District of Columbia veteran community and services/resources available.
  • Ability to plan, organize, direct and coordinate Veteran’s Services activities.
  • Ability to maintain a proper working relationship with clients, many who have complex physical and mental health issues and come from diverse economic backgrounds.
  • Knowledge of Federal rules, regulations, and statutes of the Veterans Administration.
  • Knowledge of modern office practices and procedures.
  • Ability to operate general office equipment including department related applications on a computer.
  • Ability to establish and maintain strong working relationships with others and to present ideas effectively, orally and in writing.

 HIRING PREFERENCE:

  • Veterans and Veteran spouses will receive prioritized screening. 
  • District of Columbia residents will receive preferential screening.

 DOMICILE REQUIREMENT:

There is a legal requirement that each new appointee to the Excepted and Executive Service either: (1) be domiciled in the District of Columbia at the time of appointment; or (2) establish District domicile within one hundred eighty (180) days of appointment.  The law also requires that Excepted and Executive Service employees maintain District domicile during the period of the appointment.  Failure to maintain District domicile during the period of the appointment will result in forfeiture of employment.

    The Mayor's Office of Veterans Affairs is launching a new Vietnam Veteran recognition program.  If you are a veteran who served on active duty in the U.S. Armed Forces at any time during the period of November 1, 1955 to May 15, 1975, regardless of location, you are eligible to receive a Vietnam Veteran Lapel Pin.

    Once again, we will match employers seeking to hire exceptional, experienced legal professionals with lawyers who have served in the U.S. military, are transitioning out of military service, or are military spouses.     In addition to attending and interviewing at the Veterans’ Legal Career Fair, you will be able to search within the veteran legal community year-round with our VLCF Online Job Board.
