Letter from the Mayor




Dear Washingtonians,

The actions we are taking to reduce the number of Washingtonians experiencing homelessness are working. Coming into office, my team and I pledged to make homelessness rare, brief, and nonrecurring, and I am pleased to share with you our successes.

For the second year in a row, overall homelessness in Washington, DC is down. 

According to new Point-in-Time count data, over the last year, family homelessness decreased by 20.8 percent. Since 2016, family homelessness is down by nearly 40 percent. The total number of people experiencing homelessness decreased by 7.6 percent from 2017 and 17.3 percent from 2016.

This is progress we can be proud of, but there is more work to do. To help us build on our success, my FY19 budget includes $23 million in new and recurring investments in Homeward DC, our strategic plan to end homelessness. With these investments, we will be able to build on our successes and renew our focus on finding and expanding solutions to individual homelessness. The budget also includes:

  • $40 million for the construction of a new 801 East emergency and temporary housing program for men;
  • $9.5 million to provide permanent supportive housing and other services to single adults experiencing homelessness; and
  • $8.5 million for improvements to the New York Avenue shelter.

Thank you for your commitment as a community to ending chronic homelessness in Washington, DC. Let's keep working together to make it happen.

The mission of the Department of Behavioral Health (DBH) is to develop, manage, and oversee a public behavioral health system for District residents that is consumer-driven, community-based, culturally competent, and supports prevention, resiliency, and recovery.
