New Regulation for Bottle Service 

Bottle Service

A new regulation is in effect for bottle service at District restaurants, bars, nightclubs, hotels and other on-premises establishments.

Under the rule, bottle service is defined as the service of alcoholic beverages in any container holding multiple servings, which could include bottles of spirits, wine or beer. The service can be provided to one or more patrons that are of legal drinking age; however, a patron may not open the bottles themselves. A server would need to open any of the containers prior to serving any of the beverages to patrons. 

Any patron provided with bottle service is required to stay seated and cannot remove or walk around with any of the beverages from the table, bar or other seating area where served.

File Quarterly Statements by April 30

Books and Records

Restaurants and hotels are required to file first-quarter statements with the Alcoholic Beverage Regulation Administration (ABRA) by Sunday, April 30. 

First-quarter statements must include sales and expenses for food and alcohol from January through March. More information and forms are available on ABRA's website

Licensees that want to learn more about filing quarterly statements are encouraged to attend ABRA's Books and Records Training. Details are available online


ABRA Hosts Community Training May 18

Community Training

The Alcoholic Beverage Regulation Administration (ABRA) will hold a special training for members of the community from 6:30-8:30 p.m. on Thursday, May 18.

The community training is intended to proactively provide residents and community groups with information about ABRA’s role, a general overview of alcohol licensing in the District, as well as information on settlement agreement, protest and hearing processes. 

Members of the community that are interested in attending can contact ABRA Community Resource Officer Sarah Fashbaugh by Friday, May 12 by emailing or calling (202) 397-3971.

Training is free of charge. Requests for interpreters may be made; however, they must be submitted by the registration deadline. Training is located at ABRA's office: 2000 14th St., NW, Suite 400 South, 4th Floor, Washington, DC 20009.


Solicitor License Renewals Due June 30

Representatives of wholesalers and manufacturers, also known as solicitors, are required to renew licenses with the Alcoholic Beverage Regulation Administration (ABRA) by Friday, June 30.

Solicitors should check their mail at the end of May for renewal notices. Renewals must be completed in person at ABRA's office: 2000 14th St., NW, Suite 400 South, 4th Floor, Washington, DC 20009.

Beginning Monday, July 3, a fee of $50 per day will be assessed for any payment that is late. Late fees may not exceed the cost of the license.


Online Caterer Reporting Form Available

Caterer

Alcohol-licensed caterers in the District will now be able to submit semi-annual reports to the Alcoholic Beverage Regulation Administration (ABRA) with just a few clicks of their mouse.

ABRA has created a new online semi-annual reporting form for caterers to submit sales and expenditures of both alcoholic beverages and food. 

Reports are due from caterers by: 

  • July 30 reporting January through June; and
  • January 30 reporting July through December.

Licensees can still submit paper versions of the forms to ABRA by email or mail. More information is available online.


Attend Licensee Training June 1

ABRA Training

New and existing ABC licensees are invited to attend the Alcoholic Beverage Regulation Administration's (ABRA) Licensee Orientation Training from 2-4 p.m. on Thursday, June 1. 

Training will cover District alcohol laws and regulations; tips for working effectively with the community; settlement agreements; best practices; as well as noise abatement and sound management.

Attendance for this class is strongly recommended for new license holders. Training is free of charge. New ABC Board Member

Donald Isaac Sr.

The Alcoholic Beverage Control Board (Board) gained a new member on April 7. 

Donald Isaac Sr. (Ward 7) was appointed by Mayor Muriel Bowser and confirmed by the District of Columbia Council as the seventh member of the current Board for a term ending in 2019.

Isaac joins current Board Chair Donovan Anderson (Ward 7) and members Nick Alberti (Ward 6), Mafara Hobson (Ward 1), Jake Perry (Ward 1), James Short Jr. (Ward 7) and Mike Silverstein (Ward 2).  

Under District regulations, the Board may be comprised of as many as seven members with three members constituting a quorum.
