Letter from the Mayor

Dear Washingtonians,

As you know, April 16 is Emancipation Day in Washington, DC. This year, because Emancipation Day falls on the same day as the Easter holiday, the 2017 Emancipation Day parade and concert will take place on Saturday, April 8.

This Saturday, we will commemorate the 155th anniversary of DC Emancipation Day. On April 16, 1862, eight months before the Emancipation Proclamation was issued, President Abraham Lincoln enacted the District of Columbia Compensated Emancipation Act, freeing over 3,100 enslaved persons in the nation's capital. When I recall this history, I think about how far our nation has come in advancing racial equality and civil rights. On Saturday, we will celebrate our city's progress. We will celebrate not just our city's diversity, but our embrace of that diversity. And we will remember why we must keep moving forward - why we must keep fighting for full access to our country's democracy, promoting our DC values and ensuring that as our city prospers, no resident is left behind. 

We know that the theory says that a rising tide lifts all boats. That may be true, but what we have seen in the story of DC's prosperity is that some boats rise quickly and some hardly rise at all. Going forward, my Administration will take this head-on. By continuing to lower unemployment and build safe, strong neighborhoods, we will spread inclusive prosperity to every corner of Washington, DC.

FY2018 Budget and Financial Plan

DC Values in Action


This week, Mayor Bowser presented “DC Values in Action,” the DC Fiscal Year 2018 Budget and Financial Plan, to the DC Council. From again investing $100 million in the Housing Production Trust Fund to allocating more than $1 billion in full-scale school modernizations, this budget will ensure that more residents have a roadmap to inclusive prosperity.

Investing in Child Care for DC Residents

On Wednesday, Mayor Bowser highlighted her Administration’s proposed budget investment of $15.3 million to increase access to infant and toddler child care options in Washington, DC. 

While touring a child development center, Mayor Bowser highlighted her initiative to provide:

  • 1,300 additional infant and toddler seats;
  • three new sites in District-owned buildings that will be leased to private child care providers to provide affordable, accessible high-quality care; and
  • support for 300 DC residents to gain certification as educators for infants and toddlers.

Amend DC's Comprehensive Plan

Open Call


The Comprehensive Plan is the 20-year plan that the DC Government uses to guide future development within Washington, DC. Over the past year, the Bowser Administration has led an array of activities to engage residents in [PLAN]DC, the citywide initiative to amend the Comprehensive Plan. Now, Mayor Bowser, the DC Office of Planning, and the Office of the Deputy Mayor for Planning and Economic Development have launched an “Open Call” period to give all stakeholders an opportunity to formally propose Comprehensive Plan amendments.

Stakeholders interested in making an amendment proposal can learn more and find materials on plandc.dc.gov.
