Business Outreach Liaison
A native of Ethiopia, Endrias has over four years of experience in international development. His work has involved projects in East and West Africa. He has collaborated with private-sector partners in major conferences in Washington, DC. and Southern Africa. While at MOAA, Endrias will conduct outreach to African-owned businesses, informing them of changing regulations and communicating Mayor Muriel Bowser's priorities for the DistritEndrias earned his B.A degree in Mass Media Studies from Luther College, IA and M.S degree in Corporate and Professional Communication with a primary focus in Training and Development from Radford University, VA. Endrias speaks English, Amharic, and German.

Aly is from Guinea (Conakry).  He held a voluntary position as Executive Director of Guinea-Edugrade, a non-profit organization which promotes education in Guinea and the US.  He previously worked as a Development Economist at the Committee for the Abolition of Third World Debt in Liege, Belgium. Aly looks forward to improving the quality of life for the District's African community through his contribution to MOAA's programs and services. He holds a BA in Economics and Social policy from University Pierre Mendes and an MA in International Economics and Globalization with a focus on International Development.He speaks French, English, Pular, Sussu, and Madinka.

From Congo-Brazzaville, Donald studied and worked in Senegal before he came to the US.  He worked as a journalist at the Walfadjri Quotidien newspaper for eight years before moving back to his native Pointe-Noire. There he worked in the communications department of a local non-profit support platform for small- to medium-sized businesses, helping owners improve their business plans and increasing their access to available funding. He is excited to be working on MOAA's bi-weekly newsletter, the African Beat,  thereby expanding his experience in communications here in the United States. He holds a Bachelor’s degree in Journalism and a Master’s degree in Communications from Cheik Anta Diop University in Dakar, Senegal. Semhal is a DC native of Ethiopian heritage. She studied Communications at Montgomery College in Maryland. An avid traveler, Semhal has visited several nations and lived in Istanbul, Turkey. While there, she worked as a business consultant and volunteered with the Kurdish community.  Semhal hopes to use her unique perspective to fill a void in mass communications; ultimately, publishing articles and producing documentaries on under-reported issues domestically and internationally. She speaks English, Tigrigna, and Turkish.

Join Mayor Bowser in the Capital Pride Parade

The Capital Pride Parade is one of Washington, DC's landmark parades. The Parade starts at 23rd and P Streets, NW and travels 1.5 miles through Dupont Circle and 17th Street and ends in the Logan Circle neighborhood. The Parade will include more than 180 contingents – floats, vehicles, walkers, entertainment – consisting of local businesses, Capital Pride Heroes and Engendered Spirit awardees, politicians, community groups, drag queens, dogs, and much more.

The parade will gather at 3:30PM at 23rd and P Streets, NW. The review stand is located at15th and P Streets, NW. There will be an additional announcement stand just east of Dupont Circle on New Hampshire Avenue. A sign language interpreter will be available at the 15th and P Streets review stand.

Mayor Bowser Invites You to Raise Your Voice for Statehood

Dear Washingtonians –

DC deserves statehood. And we need your help to get there.

Please come out on Monday, June 13th for the kickoff of our Constitutional Convention, which will continue on Friday, June 17th  and Saturday, June 18th.  This is your chance to have a say in what our future state will look like.  For details and to RSVP, click here.

As residents of DC, we pay federal and local taxes, start and grow small businesses, raise our children, support our neighbors, and send our military members to war to defend our country.  We are Americans through and through.  And yet, we are denied the same basic rights as our fellow Americans.

Although the District of Columbia performs the functions of a state, our lack of statehood means we have no vote – meaning no real representation - in Congress.  To add insult to injury, we have to constantly fight for control over how we spend our own tax dollars.  How is it fair that a lawmaker from the other side of this big continent gets to influence what we do with our hard-earned money?

We deserve better.

That is why I am fighting for statehood.  But this isn’t just my fight, this is our fight.  Please check out this short video, which we are sending all over the country to gain support for the cause.

The New Columbia Statehood Commission, which I co-chair with DC Council Chairman Phil Mendelson, recently developed a draft constitution. Having a constitution is an important step in our fight for statehood. This is the people’s document, so we are looking for residents’ input and ideas on what our future state will look like.  During the past couple weeks, the New Columbia Statehood Commission hosted town halls and forums across the city. You raised your voices, you gave us some great ideas, and I am grateful for your participation. 

On Monday, June 13th we will kick off the Constitutional Convention at the DC Taxicab Commission at 6:30 p.m.  The Convention will then continue on Friday, June 17 and Saturday, June 18 at Wilson High School. To ensure we have the most comprehensive and effective constitution that represents our ideals as a state, we need to hear from you.  I hope to see you there.  Don’t forget to RSVP.

Access to democracy is not a Democratic or Republican issue. It is an American issue. 

With your support, I know we can make history and score a victory for justice.  With your support, DC will become the 51st state.

Mayor Bowser Announces Progress in #Fightfor15

On Tuesday, June 7, 2016, Mayor Muriel Bowser, Council Chairman Phil Mendelson and At-Large Councilmember Vincent Orange were joined by labor advocates, the Restaurant Association of Metropolitan Washington (RAWM), and other District officials and stakeholders to announce a path forward in the Fight for $15.

Since day one, my Administration has been fighting to give every Washingtonian a fair shot,” said Mayor Bowser. “These are good days for the District. Unemployment is down by a full percent since January 2015, and 20,000 jobs have been added during that same time.  However, the tremendous prosperity in our city does not reach every Washingtonian.  There are DC families working day in and day out, sometimes in two or three jobs, but barely making ends meet.  That is why I am fighting for $15.  The Fair Shot Minimum Wage Amendment Act of 2016 will put more money in the pockets of working families, and put more people on the pathway to the middle class. I thank the Council for their swift action on this legislation, and I thank the many advocates, business owners, and residents who came together on this path forward.”

Mayor Bowser Announces Plan to Help District Residents During SafeTrack

On Thursday, June 2, 2016, Mayor Muriel Bowser announced the District’s strategy to mitigate the impact of ‘SafeTrack’, WMATA’s year-long emergency repair program. The Bowser administration’s plan includes expanded rush hour parking restrictions, retiming traffic signals, deployment of additional traffic control officers and discounted fares on Capital Bikeshare.


SafeTrack begins on the Orange and Silver lines in Virginia on June 4.  The first major repairs within the District will occur from June 18 to July 3, when Metro will experience full closures on the Orange, Blue and Silver Lines between Eastern Market and Minnesota Avenue/Benning Road stations. Metro stations in the District will also be impacted in August and again in October.   

At some point during the next year, it is likely that every commuter to and from Washington, DC—whether by rail, bus, or car—will, unfortunately, be affected by SafeTrack repairs. I am committed to making the yearlong repairs to MetroRail as painless as possible for all commuters and DC residents,” said Mayor Bowser.

Meet The 2016 Olympics Refugee Team

The International Olympic Committee on Friday revealed the names and profiles of the refugees that will be competing in the 2016 Olympic Games in Rio de Janeiro, Brazil. The group includes  two judokas from the Democratic Republic of the Congo, and six runners from Ethiopia and South Sudan. The athletes have relocated to countries including Belgium, Germany, Luxembourg, Kenya — and even Brazil. Their participation in the Olympics is a tribute to the courage and perseverance of all refugees in overcoming adversity and building a better future for themselves and their families,” the United Nations High Commissioner for Refugees Filippo Grandi said in a statement. “

Local assembly plants in Ethiopia’s fledgling auto industry plan to begin exporting cars in a couple of years in a market dominated by Chinese brands — part of an effort to industrialize the agrarian economy, Reuters  reports. It’s a grand ambition for the tiny auto industry, transforming a handful of assemblers that bolt together imported kits into a network of factories that can make the country Africa’s biggest car manufacturer over the next two decades.

If it succeeds, it won’t be the first time Ethiopia delivers on an ambitious goal. With one of Africa’s fastest growing economies for more than a decade, Ethiopia has pulled off the Grand Ethiopian dam and others that helped make it an electricity exporter.

D.C. Taxi Boss Sees Benefits to Expanding What It Means to Be a Cab Driver

For the first time, hungry office workers in Washington, DC, can order lunch through a delivery app — and have it brought by an official D.C. taxicab driver. The non-exclusive partnership between the D.C. Taxicab Commission (DCTC) and Delivery.com is thought to be the first of its kind. On the consumer side, the new partnership works much like UberEats or Postmates: a few clicks (or taps) and the food is on its way. On the driver side, DCTC chairman Ernest Chrappah says the partnership is just one way that the commission is using technology to level the playing field for cab drivers.

OSSE Emergency Behavior Intervention Focus Group

The Office of the State Superintendent of Education (OSSE) is reviewing Title 5, Subtitle A, Chapter 28 of the District of Columbia Municipal Regulations (DCMR), the local regulations that govern nonpublic special education schools or programs serving students with disabilities funded by the District of Columbia.

The Job Seekers Clinic at Northeast Library are providing hands-on support to job seekers. In this informal workshop users can get help navigating the DC Job Seekers site, which offers online tutorials on many useful topics, including resume building and interview basics. New Columbia Statehood Commission Constitutional Convention

New Columbia Statehood Commission invites residents of the District of Columbia to participate in the Constitutional Convention on June 13 at the District of Columbia Taxicab Commission (2235 Shannon Place SE, Room 2032) at 6:30pm and June 17 at 6:00pm and June 18 9:00am at Woodrow Wilson High School (3950 Chesapeake Street NW). All District residents will be able to provide testimony on the draft New Columbia Constitution.
