 MOAA's FY16 African Community Grant Pre-bidders Conference and COAA/MOAA Community Town Hall, November 3, 2015
On Tuesday, November 3, 2015 the Mayor’s Office on African Affairs (MOAA) hosted two community events - the FY'16 African Community Grant Pre-bidder’s Orientation and 'Have Your Say' town hall meeting, co-hosted with the Commission on African Affairs (COAA). The grant informational session was attended by over 45 participants who inquired about the grant's requirements, its application and award process.
That evening, COAA and MOAA hosted its first-ever African Community Town Hall Meeting. About 70 members of the African diaspora from the D.C. Metro Area convened to discuss the various needs of diverse communities, particularly in the areas of public safety, language access, affordable housing, and homelessness.

The Mayor’s Office on African Affairs (MOAA) is proud to launch EKO | African Diaspora Coding Academy. Directly connected to Mayor Muriel Bowser’s vision of supporting innovative ideas that expand economic opportunities, EKO | African Diaspora Coding Academy is a program developed in partnership with Coders4Africa (C4A), the Office of the Chief Technology Officer (OCTO), and DCHR’s Center for Learning and Development to provide greater access to free coding classes, software design and application development to the growing African-born population in the District.
EKO reinforces Mayor Bowser’s commitment to focus on high-growth industries such as technology to stimulate job creation and prepare District constituents with long-term competitive skills that will place underserved community members on ‘Pathways to the Middle Class’. As the first-ever program of its kind for the African community, EKO | African Diaspora Coding Academy will extend free, basic, and advanced coding training to over 120 African residents in web and mobile applications.

FY16 African Community Grant Call for Reviewers
The Mayor’s Office on
African Affairs (MOAA) is seeking qualified individuals to serve as reviewers
for its FY16 African Community Grant. Reviewers help MOAA select the best
proposals from a competitive pool of applicants and are chosen based on their
knowledge, education, and experience. The review process is designed to ensure
that each grant is awarded on the basis of evaluation selection criteria.
Reviewers are therefore essential to the grant process as they evaluate and
score applications and provide objective recommendations for potential
recipients. The grant review panel will reflect a broad diversity of ethnicity,
gender, age, and experience.

Register for the DC Resident Snow Team

Winter is around the corner and that means snow season is close. Some of our residents, including seniors and individuals with disabilities, are unable to do their own shoveling. And it’s especially important that this group has clear sidewalks and stairs, because they often need to get to medical appointments. ServeDC is recruiting 2,500 volunteers to join our DC Resident Snow Team and help our vulnerable neighbors with snow removal. If you are interested in volunteering, please visit snowteam.dc.gov. And if you are a senior over the age of 60, or if you have a disability and do not have someone in your home who can shovel, please call 311.

MOAA/GMU African Diaspora Demographic Survey
On behalf of the Mayor’s Office on African Affairs and the George Mason University, you are invited to participate in the African Diaspora Demographic Survey. The survey will address critical gaps in information and capture much needed demographic data such as age, employment, education, and language proficiency. The project will culminate in a jointly-issued research report with important policy recommendations and analyses of issues facing the African diaspora community, namely underemployment, cultural and linguistic language barriers, and lack of access to services.
Once completed, the survey will serve as a resource for researchers and as support for targeted outreach efforts of service providers and government agencies in connecting policy decisions with the needs of African immigrants communities in the Washington metropolitan area.

 MOAA is accepting applications for internships throughout the year! If you are interested in public service and working with African Diaspora communities in the District of Columbia, you are invited to submit an application. Bi-lingual (Amharic and French) interns are especially encouraged to apply. Internships are unpaid and require a minimum requirement of 32-hours per week. Applications are accepted on a rolling basis.

Mayor Bowser and Councilmember Orange Announce Bold FY16 CBE Spending Goal

On Monday, November 2, 2015 Mayor Muriel Bowser and Councilmember Vincent Orange held a press conference to announce the Fiscal Year 2016 (FY16) Certified Business Enterprise (CBE) spending goal.The Bowser Administration also unveiled a new website,cbeconnect.dc.gov, that will help CBEs better navigate the local government procurement process.
“Small businesses are the engine of our economy. As Mayor, I am committed to creating an environment where District businesses can start, thrive and grow,” said Mayor Bowser. “That includes leveraging the District’s local procurement dollars to support small businesses. We are re-envisioning the way we approach procurement by setting ambitious goals and providing tools so our small businesses can succeed and continue to create pathways to the middle class.”

Obama Administration Highlights District Programs to Train Returning Citizens for High-Tech Careers
On Monday, November 2, 2015, the White House highlighted the District of Columbia as a community taking action to expand high-tech jobs to returning citizens. As part of the Obama Administration’s TechHire Initiative, the DC Department of Employment Services (DOES) is working with a group of stakeholders to train and put 200 returning citizens to work in high-tech careers.
“The District shares the President’s commitment to giving returning citizens the tools they need to succeed when they get home,” said Mayor Bowser. “By focusing on high-growth industries like technology, we are preparing our residents for long-term careers that put them on a pathway to the middle class. I have charged District government agencies to work with local and federal partners to expand economic opportunities for all residents, including our returning citizens.”

Pledge to End Homelessness in DC
Please support the District’s bold effort to end homelessness by taking the Pledge to End Homeless in DC.
Far too many men, women, and children live on our streets and in our shelters. This is unacceptable, because homelessness is a problem we know how to solve. Earlier this year, Mayor Bowser and the DC Interagency Council on Homelessness released HomewardDC, a comprehensive five-year plan to make homelessness rare, brief, and non-recurring. In her first Budget, Mayor Bowser is making historic investments in Homeward DC and in the solutions we know work to end homelessness. Now, Mayor Bowser is announcing a set of legislative and administrative measures to ensure these investments make the biggest impact on the lives of DC residents experiencing or at-risk of homelessness.
The Bowser Administration has a plan to make homelessness rare, brief, and non-recurring. To achieve this goal Mayor Bowser is announcing an all eight ward strategy that includes legislative and administrative measures to improve the District’s homelessness crisis response system for families. Mayor Bowser asks you to join the effort to end homelessness in DC. Our entire community must be a part of the solution. Every neighborhood, and every resident, has a stake in ending homelessness.

The Right Choice Campaign
On Friday, July 10, 2015, Mayor Muriel Bowser signed into law emergency legislation aimed at preventing the sale of synthetic drugs in the District of Columbia. The law authorizes the Metropolitan Police Department (MPD), the Department of Consumer and Regulatory Affairs (DCRA), and District government as a whole to take swifter and stronger action against businesses who sell these illegal products.
District business owners are encouraged to participate in the Mayor’s #WePledgeDC campaign by signing a pledge not to participate in the sale of any form of synthetic drugs. More than 150 businesses across the District have already signed the pledge promising that they will not sell synthetic drugs. Look for the sticker below in participating stores and businesses.

Exhibit, Hammer Projects: Njideka Akunyili Crosby
Born in Engugu, Nigeria, in 1983, Njideka Akunyili Crosby left home at the age of 16 to study in the United States. She now lives in Los Angeles creating works of art that are beautifully layered images of daily life, revealing the many facets and layers of human experience. US-Based Firm Promotes Financing In Africa
Ovamba, an investment management firm, based in Chevy Chase, Maryland with additional offices in Douala, Cameroon; and Washington, D.C, plans to support borrowers in the African small to medium enterprise market with Sharia-compliant financing, according to a report in CPIFinancial. Ovamba connects African investors in the diaspora who want to lend money with African businesses that want to borrow, according to a profile on Gust, a global funding platform for sourcing and managing early-stage investments.

Can Recycling Reduce South African Youth Unemployment In the Circular Economy?
Approved in 2012, government-funded collection depots and infrastructure have been set up around South Africa to collect waste tires — an estimated 60 million are lying around, more than the country’s population — and deliver them to approved recyclers. This effort has created more than 2,600 new jobs and 200 small-to-medium-sized enterprises within three years, according to the Recycling and Economic Development Initiative of South Africa. The process of collecting, transporting and recycling waste could create hundreds of thousands of jobs and small businesses, tackling one of South Africa’s greatest challenges – joblessness — says Frans Cronjé, CEO of the South African Institute of Race Relations.

African Women's Health Survey
On behalf of the Mayor’s Office on African Affairs, you are invited to participate in the African Women's Health Survey. The survey will collect information on healthcare access, use and satisfaction, and collect demographic data on country of origin, age, education, language proficiencies, and more.
The aim of the survey is to help identify the main cultural, structural, and financial barriers to healthcare access and utilization for African women in D.C., as well as any unmet health needs and their effects. The data collected will help inform a research paper that will analyze these issues and challenges, and offer policy recommendations to help better respond to African women's health needs in D.C.

community needs in DC. The results will help shape the FY 2016 – FY 2020
Consolidated Plan (“Plan”). The document is updated every five years and
submitted to the U.S. Department of Housing and Urban Development (HUD). All
projects and initiatives funded over the next five years will tie back to the
policies and priorities outlined in this plan. This survey, along with public

Le processus de réalisation du plan consolidé pour
les années fiscales 2016 - 2020 est en cours ! Le Service du logement et
du développement communautaire du DC (DC Department of Housing and Community
Development, DHCD) est chargé de développer un plan consolidé (« le
plan »), un document qui présente la manière dont l'Agence envisage de
dépenser les quatre ressources fédérales. Ce document est mis à jour tous les cinq ans et soumis au Ministère du

The Africa Business Fellowship
The Africa Business Fellowship is a partnership between Econet, African Leadership Network (ALN), and Management Leadership for Tomorrow (MLT). The program will match young American business professionals with paid 6-month placements in African companies. Its purpose is to strengthen relationships between the African and American business communities and provide future American business leaders with the hands-on experience they need to truly understand business in Africa.

2016 Mandela Washington Fellowship Call for Applications
The Mandela Washington Fellowship is the flagship program of President Obama’s Young African Leaders Initiative, and a key part of the U.S. commitment to invest in the future of Africa.
Beginning in 2016, the fellowship will bring together 1,000 young African leaders across three tracks—business and entrepreneurship, civic leadership, and public management—for a six-week, in-depth academic and leadership training at 20 top American universities. Eligible candidates should be between the ages of 25 and 35 and have a demonstrated track record of leadership in a public, private, or civic organization, and a commitment to contributing their skills and talents to build and serve their communities.

Carnegie African Diaspora Fellowship Program, Call for Applications
Universities in Africa and African-born academics in the United States and Canada can now apply for funding to take part in joint projects as part of the Carnegie African Diaspora Fellowship Program (CADFP). Carnegie Corporation of New York has announced a renewal grant to the Institute of International Education that aims to support 140 collaborative projects in 2016 and 2017, building on the success of the first two years of the program.

Senior Community Service Employment Program
The District’s Senior Community Service Employment Program (SCSEP) offers subsidized skills training and job placement assistance to disadvantaged District residents ages 55 years and older. The program tailors recruitment, training and employment strategies to help place seniors with host agencies for training and employment in growth industries.
Participants must be at least 55, unemployed, and have a family income of no more than 125% of the federal poverty level. Enrollment priority is given to veterans and qualified spouses, then to individuals who are over 65, have a disability, have low literacy skills or limited English proficiency, reside in a rural area, are homeless or at risk of homelessness, have low employment prospects, or have failed to find employment after using services through the American Job Center system.

Wi$eUp is a financial education program for Generation X & Y women. It promotes financial security through online education. The Wi$eUp course offers help with straightening your files and records, analyzing your spending and setting financial goals, building a realistic budget, credit and the evaluation of a credit report, creating an emergency fund and set aside account, Investing 101, getting to know your retirement plan, and developing a comprehensive financial plan. The Cooke Foundation offers the largest scholarships available to exceptionally high achieving, low-income students. Free Home Internet for Low-income DC Families
Connect.DC, the District’s digital inclusion program, is partnering with EveryoneOn, Byte Back, and the United Planning Organization will provide six months of free home Internet service ($60.00 value) to 500 DC families with school-aged children. This project is designed to help low income children use technology to succeed in school.

The English Conversation Circle at the Georgetown Neighborhood resumes the Fall session from September 9 to December 2, 2015 on Mondays and Wednesdays from 10:00 am to 12:00 noon. Volunteer facilitators from The Washington English Center will lead the classes.

Hands on Hearts CPR Training

Mayor Muriel Bowser’s Administration just launched “Hands on Hearts” to train 5,000 people in hands-only CPR each year, from here on out. Hands-only CPR, also known as compression-only CPR, is used to give victims of sudden cardiac arrest a series of chest compressions, using only your hands.
