Payroll System Modernization Project Kickoff
DPA issued an intent to award the Payroll System Modernization contract to CGI on 03/04/2024. Following the mandated protest period, the contract was signed by all parties on 04/04/2024.
The implementation is planned in three phases:
Align - (includes planning and strategies)
Deliver - (includes program increments, sprints and agile ceremonies)
Achieve - (includes parallel testing, UAT, go-live and OIT gating)
The state will also receive post-implementation support from CGI following go-live.
With an executable contract, the Payroll Implementation Team and the CGI vendor team are preparing to schedule an official Project Kickoff in the coming weeks. This event will be communicated to stakeholders.
The Project will be conducted using Agile Methodologies which will allow us the frequent and consistent ability to report out progress as well as pivot the configuration and product build as needed throughout. In an iterative build, there will be many opportunities for agency SME and other stakeholder involvement. If we haven’t connected already, please let a PIT crew member know of your willingness to participate. We are committed to a successful and collaborative build of this system that serves 40,000 employees of the State of Colorado.

The Payroll Implementation Team plans to host meetings with agency stakeholder teams to discuss various aspects of the Project. The aim of these sessions is to involve all stakeholders from each agency in focused discussions outside of formal governance meetings or Office Hours, providing a platform for agency-specific topics to be addressed.
This marks the fourth such engagement, following comprehensive stakeholder tours in 2021 and 2022, as well as a payroll team-specific tour in the fall/winter of 2023. Further details regarding the upcoming tour, including available time slots, will be communicated in the near future.
The Payroll System Modernization Project is a collaborative endeavor involving the Department of Personnel Administration (DPA), the Office of Information Technology (OIT), and over 35 State agencies, offices, and departments who utilize the State’s centralized payroll services. Feedback and active engagement from agencies are crucial for the successful and timely implementation of the new system, and we eagerly anticipate our continued teamwork towards achieving success.

Meet the Team - Vendor Partners
The Payroll System Modernization Project will feature an embedded team from Colorado Digital Service (CDS).
Established in 2019 within the Office of Information Technology (OIT), CDS collaborates with agencies to develop, construct, and procure sustainable technologies that benefit Coloradans.

CDS will assume the role of Technical Owner for the new payroll system, with three members serving on the Payroll Implementation Team:
- Team Lead: Shashank Sundareshan
- Tech Lead: Sam Bramley
- Service Lead: Miguel Perez
The CDS Team will actively participate in governance, stakeholder, and vendor meetings throughout the project's duration.
