Guidance on the Safer at Home Order

Dear Licensee:

Thank you for your patience during this unsettled period. The Colorado Department of Regulatory Agencies (DORA) understands that attempting to navigate multiple messages relating to a return to work can be frustrating. Our team is working diligently to ensure you have the information you need to move forward in a timely manner.

As anticipated last week, the Governor has now issued the Safer at Home Executive Order (D 2020 044) which transitions Colorado away from the stricter Stay at Home model. The Colorado Department of Public Health and Environment (CDPHE) has also issued Public Health Order 20-28, which provides the requirements for implementation of Safer at Home, as directed by Governor Polis.  

Safer at Home still requires that vulnerable individuals remain at home unless absolutely necessary, but allows limited reopening of certain businesses under specific conditions. Further, as we continue to combat COVID-19 in our communities, continuing restrictions on individual travel and necessary activities remain appropriate. All individuals are encouraged to stay at home as much as possible and practice social distancing to reduce the likelihood of disease transmission. Certain restrictions remain in place concerning limitations on activities, travel, and public gatherings. Workplace restrictions remain necessary while steps are taken to implement standard social distancing requirements, cleaning standards, and other items necessary to reduce the possibility of disease spread. 

Additionally, many businesses and activities require specific guidance based on their business practices. The specific guidance, issued according to activity or industry type, are included in the appendices to the Public Health Order. We encourage you to review the Order for the criteria and effective dates for businesses and other functions of society to operate under Safer at Home. 

We also encourage you to continue consulting news and information released by local elected officials and public health authorities to ensure that you are in alignment with jurisdictional instructions. We realize that understanding which Orders take precedence can be confusing, so please review the Safer at Home FAQ, specifically the “Local Governments” section for a full explanation.

For Healthcare Licensees

As we also anticipated, the Governor signed an Executive Order Permitting the Limited Recommencement of Voluntary or Elective Surgeries or Procedures in Colorado for medical, dental, surgical centers, hospitals or veterinary settings (EO D 2020 045) and thereby CDPHE has issued Public Health Order 20-29. (If you are operating in a “Limited Health Setting,” as defined by the Order, please also reference Public Health Order 20-28 for additional requirements.) We appreciate your patience to ensure elective surgeries and procedures resume under the parameters of the Order to properly assess and to coordinate the requirements and guidance from the Governor and state public health officials.
