Important Updates for the Colorado Assessors' Community
Applications for Exemption
Members of our Exemptions Section will soon be taking field trips to outlying counties to inspect properties for which applications for property tax exemption have been submitted. As we do not visit some of these areas very often, we would like to do as many inspections as possible on each trip.
With that in mind, please pass along any exemptions applications you receive and process (as per Page 4 of Application Form A) so we can maximize the efficiency of the upcoming statewide trips we will embark on through fall.

Calculation of the Effective Tax Rate
For property types that are revalued on an annual basis, including natural resources and possessory interests, the effective tax rate (ETR) used in the income approach should be calculated using the mill levy and assessment rate from the year immediately preceding the assessment date. For example, a commercial possessory interest valued in 2026 would use the mill levy and assessment rate in place for 2025 to calculate the ETR, if applicable.
Clarifying language regarding this was added to Chapter 7, page 7.80, of Assessors’ Reference Library (ARL), Volume 3, and presented and approved at the December meeting of the Statutory Advisory Committee (SAC). The additional revisions to the ARL clarifying the calculation and application of the ETR were proposed and approved at the March 19, 2026, SAC meeting including updated example ETR calculations and corrected Addendum 6-K, Coal Leaseholds & Lands Worksheet and Addendum 6-L, Earth & Stone Product Worksheet. The updated forms will be published on our website per the 30-day review and approval period of the SBOE.

Notice of Rulemaking Hearing
The Department of Local Affairs, Division of Property Taxation, will be holding a rulemaking hearing to consider public input on proposed changes to CCR 8 1304-2, Rules and Regulations For Exempt Properties. The current rules may be viewed at the Colorado Secretary of State’s website, https://www.coloradosos.gov.
The proposed changes are additions and amendments designed to adjust the rules to conform to statutory changes. Suggested changes will be available at the link included at the end of the article.

The Division of Property Taxation's education program is designed for county assessors and employees.
