House Bill 24-1439 established the apprenticeship tax credit and requires the State Apprenticeship Agency (SAA) to review applications and issue certificates for the reservation of tax credits to qualified taxpayers beginning in tax year 2025.
On September 26, 2024, the SAA filed proposed rules.
The Colorado Apprenticeship Tax Credit Rules (7 CCR 1108-2) exercise the authority of the Director of the State Apprenticeship Agency to promulgate and implement rules establishing the standards for issuing apprenticeship tax credit certificates.
The SAA will hold a public hearing concerning these rules on Monday, November 4, 2024 from 3:00 - 4:00 p.m. The hearing will be virtual only. All interested persons are free to offer oral testimony or listen to part or all of the hearing.
How to Participate in the Hearing
Participants have two options to testify or listen to the hearing, anytime between 3:00-4:00 p.m.:

- To participate by phone, call US +1 (719) 359-4580 and when prompted, enter Meeting ID 885 8366 2132
Staff will stay until 4:00 pm, or longer if by that time anyone still wishes to speak, to assure opportunity for anyone who may wish to attend. You need not arrive by a particular time or stay the entire meeting.
The hearing will be recorded. After the hearing concludes, the recording will also be available on the SAA’s website.

All interested and affected parties are strongly encouraged to submit their written comments on the proposed changes using this Written Comment Form. The deadline to submit written comments is November 5, 2024 at 5:00 p.m.
