- The following businesses gave presentations to council in response to the Tiki Bar Request for Proposal (RFP):
- Angry James & Burke and Riley's Irish Pub
- Fordovan, LLC dba Eagle BBQ
- Keystone Coffee Company, LLC
- PPW Foods, LLC
- Fritangas Mexican Restaurant Silverthorne, LLC
- Council discussed the proposals and selected Keystone Coffee Company, LLC as the new concessionaire.
Regular Meeting
- Consent Agenda - Council approved the items on the Consent Agenda including:
- Minutes of the Regular Meeting of January 20, 2026.
- Approval of bill list dated January 30, 2026 and payroll ledger dated January 23, 2026.

Resolution No. 05-26, Series of 2026 - A resolution authorizing the appointment of election judges and fixing their compensation for the April 7, 2026 Regular Municipal Election.

Ordinance No. 01-26, Series of 2026 - Council approved Ordinance No. 01-26, Series of 2026 after a second reading and public hearing. The Ordinance submits to the registered electors of the Town of Dillon, Colorado the questions of:
- A. Amending section 3-1 of the Dillon Home Rule Charter of the Town of Dillon ("Charter") to remove the requirement for Town Council to meet twice each month;
- B. Amending section 3-7 of the Charter to remove the requirement that appropriations, fixing rates charged by any municipal utility system, and any act which places a direct burden upon or direct limitation on the use of private property, be made by ordinance;
- C. Amending section 8-10 of the Charter to modify the time period for completing annual audits from within four (4) months after the close of the fiscal year, to six (6) months after the close of the fiscal year, unless an extension is authorized;
- D. Rescinding section 9-6 of the Charter providing for a voter-approved four-year delay in implementing Tabor requirements;
- E. Amending section 11-5 of the charter to bring the language regarding improvement district taxes into compliance with Tabor;
- F. Amending section 14-3 of the Charter to remove the requirement that leases of Town property for more than one (1) year be by ordinance; and
- G. Amending subsection 14-11(10) of the Charter to change the publishing requirement from a newspaper of general circulation to the Town's website.

Dillon Urban Renewal Authority Meeting
- Consent Agenda - DURA approved the items on the consent agenda including:
- Minutes of DURA Regular Meeting on January 20, 2026
- DURA entered into an Executive Session pursuant to §24-6-402(4)(e) and § 24-6-402(4)(b), C.R.S. for determining positions relative to potential property purchases that may be subject to negotiations, developing strategy for negotiations, and instructing negotiators and to receive legal advice and legal questions related to the same, in which event the session, or portions of the session, will not be recorded.

 Dillon Community Meeting Series
The next Dillon Community Meeting is coming up on Thursday, February 12 from 5:30–7:30 p.m. at Lord of the Mountains Lutheran Church — with a virtual option available for those who are unable to join in person.
February's topic is Communication, Transparency & Trust: “Building a Culture of Follow-Through”: Co-design how the Town and residents communicate effectively and transparently. The session will be facilitated by the Keystone Policy Center, a trusted partner helping communities like ours chart a thoughtful path forward.
Whether you’re a longtime resident, a business owner, or simply someone who loves Dillon, your voice matters. Together, we’ll explore what makes our town unique and define the shared values that will shape our next chapter.
We hope you’ll join us in guiding the future of Dillon — in person or virtually. Light refreshments will be provided.

Public Comment
We encourage citizens to attend meetings in person to express comments either during public comment, which occurs shortly after the meeting begins, or at a public hearing.
Public comment may also be submitted electronically. Public comment must be submitted by 1 p.m. on meeting days. Although they will not be read during the hearing, comments will be provided to the reviewing body and so entered into the record as evidence for the public hearing or citizen comments.
