A subset of the Project Delivery Team (PDT), established by the 2011 inter-agency Memorandum of Understanding (MOU) concerning Mitigation and Conservation Banking and In-Lieu Fee Programs in California, has developed a draft 2025 Conservation Bank Enabling Instrument (CBEI) template.
The draft CBEI template is now available for public review and comment, beginning June 19, 2025, and ending August 1, 2025, at 5PM. The CBEI template is available on the Conservation and Mitigation Banking website.
To submit comments:
- Provide a comment letter by email to mitbank@wildlife.ca.gov by Friday, August 1st at 5:00 PM.
- Clearly label the page, section, and paragraph number that you have a comment on.
- Identify “red flags” or key issues.
- Identify text/concepts that are unclear.
- Provide suggested edits (what) with rationale (why) for changes.
For questions during the comment period, email mitbank@wildlife.ca.gov. Once the public comment period has ended, CDFW will review the comments and finalize the CBEI template.
We are hosting a virtual public meeting (register here) on Tuesday, July 8, 2025, from 1:00 to 2:00 PM to discuss the CBEI template. If you cannot attend, the meeting will be recorded and made available upon request.
