California Energy Commission (CEC) staff requests your organization’s participation in the stakeholder analysis and engagement process that will inform the development of the California Building Performance Strategy Report and Recommendations (Report).
Senate Bill 48 (Becker, 2023) introduced Public Resources Code (PRC) 25402.16(b), which requires the California Energy Commission (CEC) to “…develop a strategy for using benchmarking data to track and manage the energy usage and emissions of greenhouse gases of covered buildings in order to achieve the state’s goals, targets, and standards…” and to submit that strategy to the legislature by August 1, 2026.
PRC 25402.16(d) requires the CEC to consider input from affected stakeholders including:
- Members of under-resourced communities and community-based organizations representing tenant advocacy, equity, and environmental justice concerns of under-resourced communities.
- Representatives of local city or county government
- Owners or operators of affordable housing
- Groups representing low-income residential and small commercial tenants, including organizations that provide legal services to those tenants
- Providers of energy efficiency, renewable energy, and building decarbonization equipment and services
- Labor unions that represent workers who implement building upgrades related to, or who manage or service, the energy infrastructure of covered buildings
- Technical building design professionals
- Facility operations professionals
- Multiunit residential and nonresidential building owners
- Energy utilities
Diverse, equitable, and inclusive stakeholder engagement is both required by SB 48 and essential to build a comprehensive policy process and inform the Report. Staff are seeking input from all stakeholders affected by building performance policies and would appreciate your organization’s participation.

Request for Information (RFI): The initial comment period for the RFI officially closed on July 26th, 2024; however, CEC staff will continue to accept responses to the RFI anytime during the proceeding. Public Workshops: Upcoming workshops will be announced via the BPS Subscription List and will be visible on the California Building Energy Performance Strategy Report webpage.

Public Comment: Public comment is open throughout the whole proceeding, and specific public comment periods will be open following public workshops. We encourage participation from all stakeholders who may be affected by Building Performance Strategies, including, but not limited to, the stakeholder groups listed above that the CEC is required to engage by legislation.
