Southern California Residents Urged to Prepare for Hurricane Hilary Impact, Some State Parks At Risk for Flash Floods

The National Weather Service is warning Californians that severe tropical weather could impact several parts of the state starting this weekend. Hurricane Hilary is currently a Category 4 storm but is expected to weaken before it hits California and other parts of the Southwest. However, some parts of California could receive a year's worth of rain from this storm. With the possibility of lightning, heavy rainfall, flash flooding, high surf and even wildfire, the California Governor's Office of Emergency Services (Cal OES) is advising residents to stay alert, prepare early and follow all safety guidelines. The National Hurricane Center has issued a tropical storm watch for parts of Southern California, a first for this part of the country.
State Parks is monitoring the situation with Cal OES and other agencies. The department is urging the public to limit outdoor recreation during the duration of the storm. As of Friday evening, State Parks has closed Heber Dunes State Vehicular Recreation Area (SVRA), Ocotillo Wells SVRA and Picacho State Recreation Area due to the risk of flash flooding. At state beaches, State Parks is increasing lifeguard services, and swift water rescue teams are on alert. Additional parks may close with little notice.
The department is providing refunds to those who wish to cancel their camping or tour reservation within the areas of the state that are in the path of the storm. Please call ReserveCalifornia’s Customer Service line at (800) 444-7275. Hours of operation are seven days a week, from 8 a.m. to 6 p.m. PDT. If you choose to keep your reservation, ensure you have plenty of food and water and anticipate loss of power and/or other services. Evacuations and closures may occur for public safety purposes if weather conditions warrant.

Governor Newsom Announces Appointments

Governor Gavin Newsom announced Wednesday, August 15, the following appointments:
- Jeffrey Williams has been appointed to the California State Park and Recreation Commission. Williams has been vice president of Physical Production with BET since 2017. He was a freelance television producer from 2013 to 2017. Williams was a consultant with L&O Consulting Inc. from 2007 to 2012. He is vice chair of Heal the Bay and cofounder of the Black Surfers Collective.
- Kathleen "Kat" Anderson has been appointed to the Off-Highway Motor Vehicle Recreation Commission. Anderson has served as vice president and commissioner at the San Francisco Recreation and Park Department since 2016. She has been an attorney with the Law Offices of Kathleen Stewart Anderson since 1991. Anderson was managing owner of Word A. Café from 2018 to 2022. She earned a Juris Doctor degree from the University of California College of the Law, San Francisco, and a Bachelor of Arts degree in political science with a minor in economics from Stanford University.

State Parks Divers Explore Naval History During Deep Ocean Training Dive

The San Diego Coast District dive team recently hosted a joint agency Public Safety Dive Team training exercise with San Diego Harbor Police Department dive team members off the coast of Mission Beach at the HMCS Yukon wreck site. The ship, part of San Diego’s recreational diving fleet known as “wreck alley,” was a former 366-foot-long Canadian destroyer escort that was intentionally sunk in 2000 as an artificial reef.
The training session focused on diving safety, interagency collaboration, familiarization with the site, deep-water diving techniques and a recovery-mode diving response exercise. For safety reasons, State Parks scuba diving operations are conducted to a maximum depth of 130 feet, which requires special authorization, experience, training and equipment.
State Parks Aquatic Specialist Justin McHenry surveys HMCS Yukon’s forward 3-inch twin guns at a depth of 80 feet. For added safety at deeper depths, divers wear a redundant air supply system for self-rescue and special full-face masks equipped with wireless radios that allow them to communicate with their dive buddies and topside support. Kings Beach State Recreation Area (SRA) hosted the 27th Lake Tahoe Summit on Wednesday, August 9. The first Summit was held in 1997, where then President Bill Clinton and Vice President Al Gore personally attended and spoke to the need to outline federal commitments for prioritizing the protection of Lake Tahoe. This year’s speakers highlighted the dedication of Senator Dianne Feinstein, who was absent for nearly the first time since the Summit’s inception.
The speakers this year included California Senator Alex Padilla, who served as host and emcee; House Speaker Emerita Nancy Pelosi; leadership of the Washoe Tribe of California and Nevada, including Chairman Serrell Smokey; Nevada Senators Catherine Cortez Masto and Jacky Rosen; California Congressmen John Garamendi and Kevin Kiley; and Nevada Governor Joe Lombardo.
The day before the event, staffers of the elected officials were taken on a tour of Lake Tahoe to see some of the latest environmental concerns and proposed projects. Sierra District Senior Environmental Scientist Rich Adams discussed wildfire resilience projects at Ed Z’berg Sugar Pine Point State Park with the group, while I discussed overcrowding, visitor safety and traffic-flow concerns while on a stop at Emerald Bay.
Over 500 people attended the Lake Tahoe Summit event at Kings Beach SRA. Next year’s event will be held on the Nevada side of the lake.

Marshall Gold Discovery State Historic Park Partners With El Dorado County Libraries for Story Time Activities

In July and August, interpretive staff from Marshall Gold Discovery State Historic Park (SHP) participated in two public outreach programs in conjunction with the Georgetown Library branch of the El Dorado County Library. Our goal was to build a partnership between State Parks and the local library to encourage library patrons to utilize the California State Library Parks Pass to visit Marshall Gold Discovery SHP and the other parks in Gold Fields District.
During the library’s scheduled story time, staff shared a book about the California Gold Rush and provided Gold Rush-themed activities, including doing some gold panning, making a gold poke, working on state park coloring pages and decorating a miner’s hat. The program reached about 20 participants and their families, some of whom were unfamiliar with the state park “just down the road” in Coloma, California. Marshall Gold Discovery SHP is the site where James Marshall made the discovery of gold in January 1848 that set off the California Gold Rush.
A big thank you to park staff who helped make this program possible and to the Georgetown Library for hosting and participating in the program with Marshall Gold Discovery SHP.
Family Day at Will Roger’s State Historic Park

Following a successful prize-winning Fourth of July parade appearance, Will Rogers State Historic Park hosted a celebration of family during Family Day on Sunday, August 13.
The events started with a polo match between Pacific Palisades and Malibu’s local teams. At noon, the children participated in a Will Rogers trivia scavenger hunt. Kids won prizes for completing all the questions, such as “What was the name of Will’s favorite horse?” (The answer is “Soapsuds.”) This was followed by stuntman Brad Langenberg riding his horse, Sheila, for a demonstration in front of the historic stables. Other California State Parks Angeles District staff attended, including State Park Superintendent II Jeff Langley and his family, and new District Superintendent Richard Fink II, who brought his son, Mason, to pet the ponies.
The day concluded with lasso-spinning lessons from trick roper Will Roberts and a medley of children’s games, including old-fashioned sack races, pinback button-making featuring “Will Rogers for President” badges, and mechanical horse races for the little ones.
Over 300 visitors participated in the day’s festivities. Local mom Mary summed it up best, saying that with back-to-school starting the next day, it was the perfect end to her daughter Emma’s summer break.

BayWood Artists Show to Feature Original Artwork Inspired by California's State Parks, Benefiting Parks California

This year’s BayWood Artists Annual Show, set for September 8 to 10, will benefit Parks California and will feature original artwork inspired by some of California’s state parks. The artwork will be exhibited at the Marin Art and Garden Center and will be offered for sale. Half of the revenue from the sales of the paintings will be donated to Parks California to support its wide-ranging work of helping make California’s state parks more welcoming, inclusive and climate-resilient.
The show, “State Park Splendor: Paintings to Benefit Parks California,” will feature over 100 original paintings by professional artists who traveled to and painted scenes in California’s state parks in the months leading up to the show.
Since its founding 26 years ago, BayWood Artists have selected a nonprofit group each year to raise funds and promote awareness for Bay Area environmental causes.
The “State Park Splendor" show opens to the public with a reception on Friday, September 8, 6-8 p.m. The art show will continue on Saturday and Sunday, September 9-10, from 10 a.m. to 4 p.m. Admission is free. The Studio in the Marin Art and Garden Center is located at 30 Sir Francis Drake Blvd., Ross, CA 94957.

Sonoma-Mendocino Coast District lifeguards responded to two anglers stranded on the rocks near Glass Beach, in Fort Bragg, California, on Sunday, August 6. Lifeguards made access to the victims, who were stuck on an exposed rocky outcropping, and successfully brought both victims and their fishing gear back to shore. It was a busy day with a lot of tourists on hand to cheer on our staff. A job well done to the lifeguards who conducted the rescue (left to right): Mauricio Tomaselli-Menke, Cesar Vasconcellos-Martins and Chase Ahrens. Our team is what makes State Parks such a great place to work.

Gold Beach, Oregon
Curry County, Oregon, held its second annual Junior Lifeguard program from August 7-11 this summer. The program is modeled after the North Coast Junior Lifeguard program. North Coast Redwoods District (NCRD) Lifeguard II Shannon Ingram took time away from our own busy programs to travel up to Oregon again this year and help the program's coordinator Luke Martinez complete the program, which was a big success. Martinez completed State Parks Lifeguard training two years ago and regularly travels down to train with NCRD lifeguards and is well on his way to creating a culture of water safety on the Oregon coastline. Old-Fashioned Family Campfire—Santa Cruz Mission State Historic Park at 5:30 p.m.: Join us in the evening to celebrate the last hurrah of summer with the final Old-Fashioned Family Campfire. Bring a picnic dinner, make tortillas over the comal, hear live music and share skits and stories around our firepit next to the oldest building in Santa Cruz County. This event is free. Interpretive Hike: In the Footsteps of Alice Eastwood—Mount Tamalpais State Park at 9 a.m.: Join State Park Interpreter Hillary Colyer on a moderate hike that explores some of the history of Mount Tamalpais, including the life and work of botanist Alice Eastwood and early 20th century hiking. Little Rangers program—Sunset State Beach at 1 p.m.: Little Rangers, for children 3-6 years old and their parents, will spend 30 minutes exploring a different topic such as birds, marine mammals, various species of fish, ecosystems and more. Learn through a variety of activities such as story time, scavenger hunts, crafts and games. Little Rangers is a free program for the public. Vehicle day-use fee is $10.
