The project is winding down planning activities and is poised to start design and development activities for Program Increment I. This newsletter will summarize the survey results which influence the way information is shared with stakeholders, explain the wireframe design effort currently underway, and document the SharePoint location accessible to external stakeholders.

CARS Project Third Party Software Vendor API Meetings: Next meeting scheduled for Wednesday, December 18, from 2:00 to 3:00 PM.

CARS Monthly External Stakeholder Meetings: Recurring series scheduled the second Wednesday of each month from 1:30 to 2:30 PM to keep stakeholders informed about the CARS Project and provide real-time Q&A sessions.

Program Increment I Detailed Design Reviews: Sessions to review and provide feedback on the wireframes created in Joint Application Development (JAD) sessions – to be scheduled.

System Functionality Demonstrations: Sessions during which the prime vendor will demonstrate functionality and features – to be scheduled.

Testing: External Stakeholders will be invited to participate in the SOS Acceptance Testing activities for Program Increment I – to be scheduled in summer of 2025.

The Organizational Change Management (OCM) Team conducted interviews and readiness assessments to learn what leaders and stakeholders need to prepare for the CARS implementation. Responses serve as inputs to project plans, communications, and engagement forums, and help identify and address project knowledge gaps.
The Change Leadership Assessment survey focused on learning about CARS project leaders. The responses confirmed a strong commitment to the CARS Project, and confidence in CARS’ strategic direction, as well as in the leaders’ ability to lead the transition to CARS.
Based on survey responses, Project leaders are working closely with OCM and Training teams to identify and address specific stakeholder needs, for example:

coordinating and conducting stakeholder meetings,
-
providing hybrid-Agile training,
-
planning stakeholder engagement in design review and testing efforts,
-
allocating appropriate resources to project activities,
-
effectively using internal and external communication channels,
-
enhancing two-way communication and feedback mechanisms, and
-
continuously sharing project updates.
The Readiness Assessment survey asked internal and external stakeholders about their levels of readiness and needs to prepare for CARS. The responses established a baseline understanding of stakeholder needs, opinions, ideas, and concerns related to the CARS Project and its intended outcomes. Some results follow:

71% agree or strongly agree their organization supports the CARS implementation and 25% are neutral.

67% agree or strongly agree their organization will be able to adapt to the new solution and 23% are neutral.

Respondents are satisfied with project communications to date with an average rating of 3.83 out of 5 points.

Virtual instructor-led training and online training modules are their top two preferred training modes.
-
Detailed user guides, digital or printed quick references, and training videos are the top three preferences for support tools.
The OCM team is developing an Assessment Report to summarize the baseline survey analysis results and provide recommendations for communication, training, organizational change management, and stakeholder engagement strategies to support CARS stakeholders. The report will be available for review in January 2025.
These initial assessments provided a solid baseline understanding of stakeholder readiness for the transition to CARS. Throughout the project, additional assessments will be conducted to help measure improvements and progress through the change journey. We appreciate your continued contributions and support!

A wireframe is a visual guide that represents the skeletal framework of a website or application. Wireframes are a crucial component of the design process for the CARS Project and will help us plan the layout and functionality of CARS before the coding or configuration begin. The prime vendor is collaborating with SOS subject matter experts to design wireframes. Stakeholders will be invited to review CARS wireframes and provide feedback. Stay-tuned for information about when and how.

Structure: Wireframes outline the basic structure and layout of an application, including the placement of elements like headers, footers, navigation menus, and content areas.

Functionality: They help to map out the functionality of different elements, like buttons, links, and forms.

User Flow: Wireframes illustrate how users will navigate through the solution, helping ensure a logical and intuitive user experience.

Layout: The arrangement of elements on the page, represented boxes and lines.
-
Content Placement: Indications of where text, and images will be located.
-
Navigation: The structure of menus and links that guide users through the application.
-
Annotations: Notes and labels that explain the purpose and functionality of different elements.

Clarity: Provides a clear visual representation of the design concept.
-
Efficiency: Helps identify potential issues early in the design process, saving time and resources.

Collaboration: Facilitates communication and collaboration among designers, developers, and stakeholders.
