County of San Mateo Board Meeting Update: September 23, 2025

The San Mateo County Board of Supervisors met in-person with remote public participation available via Zoom on Sept. 23, 2025. Supervisor Lisa Gauthier was absent. Below are the results of selected items on the agenda:

HUMAN RESOURCES / CONTROLLER

  • Adopt a resolution:
  • A) Approving a new Order Form Agreement pursuant to the Master Subscription agreement with Workday, Inc. to provide expanded HR/payroll and learning management services, for the term of September 26, 2025 to September 25, 2035, in an amount not to exceed $21,189,733; and
  • B) Waiving the Request for Proposals process.

The Board of Supervisors voted 3-1 to adopt the resolution with Board President David Canepa casting the "nay" vote. Supervisor Lisa Gauthier was absent. See Regular Agenda, Item No. 1, for more information.

COUNTY EXECUTIVE

  • Approve the following actions related to final budget revisions to the Fiscal Year 2025-26 Approved Recommended Budget:
  • A) Adopt a resolution adopting the revised budget of the County of San Mateo as to expenditures for Fiscal Year 2025-26 and making appropriations therefore; and
  • B) Adopt a resolution adopting the revised budget of the County of San Mateo as to the means of financing for Fiscal Year 2025-26; and
  • C) Adopt a resolution establishing the appropriation limit for the County of San Mateo for Fiscal Year 2025-26; and
  • D) Adopt a resolution authorizing an amendment to Master Salary Resolution No. 081316 as per Fiscal Year 2025-26 Adopted budget.

The Board of Supervisors voted 4-0 to adopt the resolutions. Supervisor Lisa Gauthier was absent. See Regular Agenda, Item No. 2, for more information.

  • Receive and accept the Five-Year Capital Improvement Plan (CIP) for FY 2025-30.

The Board of Supervisors voted 4-0 to accept the plan. Supervisor Lisa Gauthier was absent. See Regular Agenda, Item No. 3, for more information.

BOARD OF SUPERVISORS

  • Adopt a resolution directing the County Executive to use oversight procedures set forth in the County Reserves Policy as to Sheriff's Office due to its low reserves level.

The Board of Supervisors voted 4-0 to adopt the resolution. Supervisor Lisa Gauthier was absent. See Consent Agenda, Item No. 7, for more information.
