County of San Mateo Board Meeting Update: Dec. 3, 2024

The San Mateo County Board of Supervisors met in-person with remote public participation available via Zoom on Dec. 3, 2024. President of the Board Warren Slocum attended via Zoom. Supervisor David Canepa was absent. Below are the results of selected items on the agenda:

HEALTH

  • Introduction of an ordinance amending the Environmental Health Services fee schedule, amending Sections 5.64.060 and 5.64.070 of the San Mateo County Ordinance Code, relating to imposition and collection of fees for enforcement of state public health laws, and authorizing the automatic annual adjustment of fees pursuant to changes in the Consumer Price Index and Cost-of-Living Adjustments, and waive the reading of the ordinance in its entirety.

The Board of Supervisors voted 3-0 to approve the ordinance. Supervisor Mueller abstained. Supervisor Canepa was absent. See Matters Set for Specified Time, Item No. 4, for more information.

BOARD OF SUPERVISORS

  • Recommendation to:
  • A) Adopt an ordinance calling for a special election to be held on March 4, 2025 throughout the County of San Mateo for the purpose of voting upon an amendment to the San Mateo County Charter granting the Board of Supervisors the authority until December 31, 2028 to remove an elected Sheriff for cause, by a four-fifths vote of the Board of Supervisors, after written notice and an opportunity to be heard, proclaiming said special local Countywide election pursuant to Elections Code Section 12001, and requesting that the election be consolidated with any and all other elections to be held on March 4, 2025, previously introduced on November 19, 2024, and waive the reading of the ordinance in its entirety; and
  • B) Adopt a resolution calling and providing for a special election to be held on March 4, 2025 throughout the County of San Mateo for the purpose of voting upon an amendment to the San Mateo County Charter granting the Board of Supervisors the authority until December 31, 2028 to remove an elected Sheriff for cause, by a four-fifths vote of the Board of Supervisors, after written notice and an opportunity to be heard, proclaiming said special local Countywide election pursuant to Elections Code Section 12001, requesting that the election be consolidated with any and all other elections to be held on March 4, 2025, and requesting services of the County’s Chief Elections Officer.

The Board of Supervisors voted 3-0 to invite the Sheriff with counsel of her choosing to the Dec. 10, 2024, meeting to provide sworn testimony and answer questions. Supervisor Corzo abstained. Supervisor Canepa was absent. The Board of Supervisors voted 4-0 to adopt the ordinance and resolution. Supervisor Canepa was absent. See Regular Agenda, Item No. 10, for more information.

  • Introduction of an ordinance adding new Section 2.71.240 to Chapter 2.71 of Title 2 of the San Mateo County Ordinance Code establishing the compensation of the Members of the Board of Supervisors, increasing their annual base salary to an amount equal to 80% of the annual salary of the Superior Court Judge, State of California, and providing them an employer-paid deferred compensation benefit; and waive reading of the ordinance in its entirety.

The Board of Supervisors voted 3-0 to adopt the ordinance. Supervisor Mueller abstained. Supervisor Canepa was absent. See Regular Agenda, Item No. 11, for more information.

COUNTY EXECUTIVE

  • Adopt a resolution authorizing an amendment to the agreement with the City of San Mateo to continue providing firearm relinquishment and enforcement services, increasing the amount of the agreement by $600,000 for a new total obligation amount not to exceed $1,300,000 and extending the term by two years for a revised term of November 21, 2022, through November 20, 2026.

The Board of Supervisors voted 4-0 to adopt the resolution. Supervisor Canepa was absent. See Regular Agenda, Item No. 13, for more information.

HUMAN RESOURCES

  • Adopt a resolution approving the Tentative Agreement establishing the terms and conditions of a successor agreement to the Memorandum of Understanding with the Service Employees International Union (SEIU) Local 521 for the term of October 6, 2024, through October 9, 2027.

The Board of Supervisors voted 4-0 to adopt the resolution. Supervisor Canepa was absent. See Consent Agenda, Item No. 31, for more information.

  • Adopt a resolution approving the Tentative Agreement establishing the terms and conditions of a successor agreement to the Memorandum of Understanding with the American Federation of State, County and Municipal Employees (AFSCME) for the term of October 6, 2024, through October 9, 2027.

The Board of Supervisors voted 4-0 to adopt the resolution. Supervisor Canepa was absent. See Consent Agenda, Item No. 32, for more information.

  • Adopt three resolutions establishing Salaries and Benefits for the Unrepresented Management Unit, the Unrepresented Attorney's Unit, and the Unrepresented Confidential Unit, for the term of December 8, 2024, through October 9, 2027.

The Board of Supervisors voted 4-0 to adopt the resolution. Supervisor Canepa was absent. See Consent Agenda, Item No. 33, for more information.
