The San Mateo County Board of Supervisors met in-person with remote public participation available via Zoom on Oct. 17, 2023. Below are the results of selected items on the agenda:

COUNTY EXECUTIVE

  • Adopt a resolution:
  • A) Establishing three Priority Areas for current funding opportunity for 2024 Measure K Grants; and
  • B) Authorizing and directing the County Executive, or designee, in the County Executive’s discretion, to develop and implement a notice of funding opportunity process for 2024 Measure K Grant applications within the Priority Areas, with grants subject to Board approval.

The Board of Supervisors voted 5-0 to adopt the resolution. See Matters Set for Specified Time, Item No. 6, for more information.

  • Provide direction to the County Executive regarding allocation of funding for 2024 Measure K Grants across Priority Areas pending review of 2024 Measure K Grant applications.

The Board of Supervisors participated in an activity to allocate 2024 Measure K Grants across priority areas. See Matters Set for Specified Time, Item No. 7, for more information.

PLANNING AND BUILDING

  • Public hearing to consider certification of an Environmental Impact report and zoning and general plan amendments to specified areas of North Fair Oaks:
  • A) Open public hearing
  • B) Close public hearing
  • C) Recommendation to:
  • 1. Adopt a resolution making findings and certifying the Environmental Impact Report and adopting a Statement of Overriding Considerations and Mitigation Monitoring and Reporting Program for the North Fair Oaks Rezoning and General Plan Amendment Project; and
  • 2. Adopt an ordinance (1) amending the County Ordinance Code, Division VI, Part One (Zoning Regulations) to amend Chapters 21C (NMU Neighborhood Mixed Use Zoning District), 28.1, Section 6565.18 (Standards For The Design Of Commercial Structures On Middlefield Road In North Fair Oaks), 29 (Design Review and Site Development Permit), 29.1 (CMU-1 Zoning District), 29.2 (CMU-2 Zoning District), 29.3 (NMU-ECR Zoning District), and 29.4 (CMU-3 Zoning District); and (2) amending the County Ordinance Code Division VI, Part One, Chapter 2, Section 6115 (Zoning Maps), previously introduced to the Planning Commission on June 21, 2023, and waive reading of the ordinance in its entirety; and
  • 3. Adopt a resolution amending the text of the North Fair Oaks Community Plan, and the San Mateo County General Plan Land Use Maps to change the land use designations for specified areas in North Fair Oaks from Medium High Density Residential to High Density Residential and Mixed-use land use categories.

The Board of Supervisors voted 5-0 to adopt the resolution. See Regular Agenda, Item No. 11, for more information.

  • Public hearing to consider a General Plan Map Amendment, Zoning Map Amendment, Use Permit, and Lot Merger for a new 69 room hotel located at 2567 El Camino Real in the unincorporated North Fair Oaks area:
  • A) Open public hearing
  • B) Close public hearing
  • C) Recommendation to:
  • 1. Adopt a resolution amending the San Mateo County General Plan Land Use Map to change the land use designation of APN 054-261-210 from Multi-family Residential to Commercial Mixed Use; and
  • 2. Adopt an ordinance amending Chapter 2 of Division VI of the San Mateo County Ordinance Code (Zoning Annex) to revise the zoning maps, Appendix A, to change the zoning for APN 054-261-210 from R-3/S-5 (Multiple-family Residential/S-5 Combining District) to CMU-1 (Commercial Mixed Use-1), previously introduced to the Planning Commission on July 26, 2023, and waive reading of the ordinance in its entirety; and
  • 3. Authorize the Lot Merger and approve the Use Permit, County File Number PLN 2021-00081, by making the required findings and adopting the conditions of approval listed in Attachment A; and
  • 4. Determine that no additional environmental review is required pursuant to Section 15168(c) of the California Environmental Quality Act Guidelines.
