County of San Mateo Board Meeting Update: September 26, 2023

The San Mateo County Board of Supervisors met in-person with remote public participation available via Zoom on Sept. 26, 2023. Below are the results of selected items on the agenda:

 

COUNTY EXECUTIVE

  • Approve the following actions related to final budget revisions to the Fiscal Year 2023-24 Approved Recommended Budget:
  • A) Adopt a resolution adopting the revised budget of the County of San Mateo as to expenditures for Fiscal Year 2023-24 and making appropriations therefore; and
  • B) Adopt a resolution adopting the revised budget of the County of San Mateo as to the means of financing for Fiscal Year 2023-24; and
  • C) Adopt a resolution establishing the appropriation limit for the County of San Mateo for Fiscal Year 2023-24; and
  • D) Adopt a resolution authorizing an amendment to Master Salary Resolution No.079812 as per Fiscal Year 2023-24 Adopted budget. The Board of Supervisors voted 5-0 to adopt the resolutions. See Regular Agenda, Item No. 1, for more information.

  • Receive and accept the Five-Year Capital Improvement Plan (CIP) for FY 2023-28.

The Board of Supervisors voted 5-0 to accept the plan. See Regular Agenda, Item No. 2, for more information.

  • Approve Appropriation Transfer Requests (ATRs) transferring an aggregate total of $14,165,997 from various County funding and/or organizational accounts to other County accounts as specified in the respective ATR’s: Revenues - $6,306,966; Fund Balance - $2,179,960; Salaries & Benefits - $2,256,225; Services and Supplies - $125,000; Other Charges - $1,180,000; Fixed and Capital Assets - $1,584,342; Other Financing Uses and Transfers - $423,357; Reserves and Contingencies - $110,147 to the following: Revenues - $605,000; Services and Supplies - $8,319,712; Other Charges - $4,461,960; Fixed and Capital Assets - $619,178; and Other Financing Uses and Transfers - $160,147.

The Board of Supervisors voted 5-0 to approve the Appropriation Transfer Requests (ATRs). See Regular Agenda, Item No. 3, for more information.

Measure K: Adopt a resolution authorizing an agreement with 1-A District Agricultural Association, dba Cow Palace Arena and Event Center, for the purpose of remodeling and making repairs for emergency preparedness to the Cow Palace Arena and Event Center, for the term July 1, 2023 through December 31, 2024, for an amount not to exceed $1,000,000, and authorizing the County Executive, or designee, to execute the agreement.

The Board of Supervisors voted 5-0 to adopt the resolution. See Consent Agenda, Item No. 17, for more information.

HEALTH

  • Adopt a resolution authorizing an agreement with Caminar, Inc. for mental health rehabilitation center services, for the term of October 1, 2023, through June 30, 2026, in an amount not to exceed $12,938,662.

The Board of Supervisors voted 5-0 to adopt the resolution. See Regular Agenda, Item No. 4, for more information.

  • Adopt a resolution authorizing an agreement with S.T.A.R.S., Inc. dba Stars Community Services for mental health rehabilitation center services, for the term of October 1, 2023, through June 30, 2026, in an amount not to exceed $11,818,178.

BOARD OF SUPERVISORS

  • Recommendation to:
  • A) Adopt an ordinance repealing and replacing Chapter 4.58 of Title 4 of the San Mateo County Ordinance Code, authorizing the permitting of Microenterprise Home Kitchen Operations, previously introduced on September 12, 2023, and waive the reading of the ordinance in its entirety; and
  • B) Adopt an ordinance amending Section 5.64.070 of Chapter 5.64 of Title 5 of the San Mateo County Ordinance Code, relating to collection of fees for enforcement of state public health laws, previously introduced on September 12, 2023, and waive the reading of the ordinance in its entirety.

The Board of Supervisors voted 5-0 to adopt the ordinances. See Consent Agenda, Item No. 6, for more information.
