Governor’s Proposal to Modernize Behavioral Health Systems
Governor Newsom’s new proposal re-envisions services for individuals with severe mental health and substance use disorders. Key elements of the proposal include:
- Expanding community-based residential settings for individuals living with severe mental health and substance use challenges
- Focusing MHSA funds on housing, workforce and treating serious mental health and substance use disorders; and
- Accountability measures to maximize federal funding first and focus on statewide outcomes.
