2024 Annual Air Quality Report
Our 2024 Annual Air Quality Report is now available!
The report highlights SDAPCD’s accomplishments and continued efforts to monitor air quality, plan and develop rules to reduce emissions, and respond to the odor crisis near the Tijuana River Valley.
SDAPCD keeps working towards our goals and objectives of Air Quality, Public Health, Environmental Justice and Equity, Public Engagement and Transparency, and Operational Excellence.

AIRE Program
SDAPCD is distributing free air purifiers to South Bay residents affected by the Tijuana River Valley odors through the Air Improvement Relief Effort (AIRE) Program.
The air purifiers aim to help improve indoor air quality and filter the “rotten egg” smell associated with hydrogen sulfide (H2S) caused by cross-border wastewater and sewage flows.
Eligible households in the City of San Diego’s communities of Otay Mesa West, San Ysidro, Egger Highlands, Nestor, and Tijuana River Valley, and the City of Imperial Beach can apply online and must submit proof of residency.
Applications are still being accepted with limited supply available.
SDAPCD and Port of San Diego
Sign MOU
SDAPCD and the Port of San Diego (Port) have entered into a Memorandum of Understanding (MOU) to help improve air quality by advancing clean air strategies in the portside communities. Key objectives of the MOU include advancing the implementation of the Portside Community Emissions Reduction Plan (CERP) and the Maritime Clean Air Strategy (MCAS), supporting zero-emission technologies and infrastructure, strengthening partnerships, and reducing air pollution to protect public health.
Budget Adoption
The San Diego County Air Pollution Control District (SDAPCD) Governing Board has adopted the Fiscal Year 2025-26 Recommended Budget, and will cover the district’s operations from July 1st, 2025, through June 30th, 2026.
The budget will provide SDAPCD with the resources needed to maintain its clean air programs and support future initiatives. The new budget will allow the district to invest in projects that incentivize the transition to cleaner mobile equipment, expand and establish new air monitoring sites across the County, and continue to conduct community outreach to San Diego County residents.
IEA Conference
SDAPCD shared developments, program and rule updates during the Industrial Environmental Association (IEA) Conference, held annually for professionals within the environmental, health, and safety industry. Maintaining industry partners informed helps ensure compliance with the latest air quality rules and regulations to help improve the air quality in San Diego County. This year’s conference featured a keynote address by Wayne Nastri, Executive Director of the South Coast Air Quality Management District.
Cashless System
SDAPCD introduced a new cashless system on July 1, 2025. The change to cashless will provide a smoother and more secure process for payment transactions. Acceptable forms of payment include credit cards (Visa, Mastercard, American Express) and checks (including cashier and money orders). A 2.19% fee will be applied to credit card payments to cover the fees SDAPCD receives from credit card providers.

Public Hearing on Rule 67.26
SDAPCD will host a public hearing to discuss proposed new Rule 67.26 - Commercial Charbroiling Operations and corresponding proposed amendments to Rules 11,12, and 40 on Thursday, August 14th at 2:00 PM during SDAPCD’s Governing Board meeting.
Rule 67.26 proposes to regulate Particulate Matter (PM) and Volatile Organic Compounds (VOC) emissions specifically from chain-driven charbroilers at commercial cooking facilities in San Diego County that can affect public health.
