2023 Annual Air Quality Report
SDAPCD has released the 2023 Annual Air Quality Report, highlighting the District’s accomplishments within the past year to improve air quality in San Diego County. The report details items such as our grants and incentives programs, community outreach efforts, and statistics on the District’s enforcement of rules and regulations to ensure Clean Air For All.

Strengthening National Air Quality Health Standards for Particulate Matter
The U.S. Environmental Protection Agency (EPA) announced a final rule to strengthen the National Ambient Air Quality Standards (NAAQS) for fine Particle Pollution (PM2.5). NAAQS define the maximum amount of a pollutant that can be present in the outdoor air without harming public health. PM2.5 is a mixture of solid particles and liquid droplets that are suspended in the air that can be 2.5 micrometers and smaller. When inhaled at levels above the standards set by the EPA, they can cause serious health problems.
Changes include:
- NAAQS for PM2.5 were strengthened from 12 to 9 micrograms per cubic meter (µg/m3).
- This change came after recent studies determined that PM2.5 is harmful to public health at the previous standards.
AQI Update:
Along with the changes mentioned above, the EPA has also updated the Air Quality Index (AQI) standards. While the Air Quality around San Diego County has not changed, the AQI forecast will show more days where air quality is forecasted to be under “moderate” conditions. The changes will also continue to highlight the impacts of air pollution on the public’s health and SDAPCD’s commitment towards working to improve air quality for all residents in San Diego County. Crowley eTugboat Christening
Crowley’s brand-new tugboat, the eWolf, has officially been christened and will now go into service along the Port of San Diego. The eWolf is the first boat of its kind, being the only all electric tugboat in the United States.
In partnership with the Port of San Diego and Crowley, SDAPCD provided $12 million in funding from AB 617 & DERA (Diesel Emissions Reduction Act) funding. The tugboat is estimated to reduce emission of Nitrogen Oxide (NOx) by 15 tons & Particulate Matter (PM2.5) by 2.3 tons within its first five years of operation.
Part of the District’s mission is to promote and improve air quality in the San Diego County region, and projects such as this one will make a significant impact not just for residents in Portside Communities such as Barrio Logan, but all across San Diego County. The District hopes that projects like this one continue to set an example of what kinds of clean energy projects are possible with the support of the District.
Fiscal Year 2024-2025 Budget Approval
SDAPCD’s Governing Board has approved the Fiscal Year 2024-2025 Recommended Budget. The budget covers the SDAPCD operations from July 1st, 2024 to June 30th, 2025.
The new budget will help continue SDAPCD work such as investing in projects to incentivize the transition to cleaner mobile equipment, re-establishing a regional monitoring station in Escondido, and continuing collaborations with stakeholders in the San Diego County community.
The budget will continue to push SDAPCD down the path of achieving our goal of Clean Air for All.

SDAPCD Honored to Receive Award for the International Border Community Emissions Reduction Program
The San Diego American Planning Association presented the Resilience and Sustainability Planning Award to the San Diego County Air Pollution Control District (SDAPCD) for the development of the International Border Community Emissions Reduction Program (CERP).
The International Border CERP was a two-year long community-led planning process that resulted in the identification of air quality concerns and the formulation of 34 strategies and 134 actions to reduce harmful air emissions in the International Border Community.
SDAPCD is proud to share this award with our agency and community-based organization partners, and most importantly with the community residents of San Ysidro and Otay Mesa East.
