Equity

Clean Air for All! 

The San Diego County Air Pollution Control District is ensuring that equity is a component of all decisions made within the agency. As part of its equity focus, on June 9th the Governing Board adopted an Equity Statement that reflects these values. Ensuring that all communities within San Diego County have clean air. Read it below. 

"The San Diego County Air Pollution Control District (SDAPCD) is committed to achieving environmental justice and equity by striving towards clean air for all. While we have made important progress in improving air quality for the region as a whole, we recognize that there is more work to be done, especially in communities that have been disproportionally burdened by air pollution because of systemic racism, discriminatory government policies, lack of engagement, and poor access to information and to the decision-making process. 

SDAPCD commits to advancing policies, programs, and services that achieve environmental justice and equity. In order to meet this commitment, SDAPCD will provide appropriate resources, timelines, and budget to support staff and enhance public participation. SDAPCD has adopted an Environmental Justice Framework and a Public Participation Plan that will guide the agency in its work to improve information access, promote meaningful public engagement, and address environmental injustices, particularly for under-resourced communities."

Budget

FY 2022-23 Budget Adopted

The Governing Board has adopted the fiscal year 2022-23 SDAPCD budget. SDAPCD’s budget consists of State & Federal funding, fees generated by stationary source regulations, Department of Motor Vehicles registration fees, and pass-through grant funds for projects to improve air quality.

Funding allocations were made to programs and initiatives that advance SDAPCD's mission to improve air quality to protect public health, the environment, and achieve clean air for all. Funding highlights include:

  • Increased   funding to the Office of Environmental Justice

  • Enhancements to community services, such as after-hours complaint investigations

  • Public engagement, to support transparency as a public agency and encourage public participation.

PAIR Program

Clean Air Efforts in the Portside Community

The Portside Air Quality & Improvement Relief Program (PAIR) is in full swing and available to residents living in Barrio Logan, Logan Heights, Sherman Heights, and West National City. PAIR is a two-year pilot program that aims to improve indoor air quality for residents in areas that are part of the Community Air Protection Program. The program provides homes with a free air purifier, air quality monitor, and even has a utility stipend for households that need assistance offsetting the costs of running the equipment.

The PAIR program will provide valuable information about the air quality that households in these high impact areas are exposed to on a daily basis. Outreach and administration of this program is conducted in partnership with the Environmental Health Coalition.
