Six Projects Improving Water Quality Throughout the County


Three Projects Completed

The County’s Watershed Protection Program is proud to announce the completion of three Green Infrastructure projects that are already helping remove trash and pollutants from local watersheds. Together, these projects are estimated to capture approximately 387 gallons of trash annually while improving water quality for downstream communities. 

4S Ranch Park Biofiltration Project

This project adds a biofiltration basin (also known as a rain garden) planted with native vegetation that helps filter harmful pollutants from stormwater runoff flowing from the parking lot. The basin enhances the popular park while improving water quality and will include an educational sign highlighting the importance of protecting local waterways. Goldentop Road Water Quality Improvement Project

Constructed completely underground and out of sight, this project delivers significant water quality improvements to Artesian Creek, a tributary of the San Dieguito River. The system includes a trash capture device and underground filtration unit that work continuously to remove trash and pollutants from stormwater runoff before they reach the creek and downstream water bodies. South Mission Road (North Segment) Project 1 of 2

The first of two planned improvements along South Mission Road, this project installed an underground trash capture system and a biofiltration basin (also known as a rain garden) to remove trash and pollutants from stormwater runoff. The project also included sidewalk and roadway improvements that enhance safety and accessibility for the community. Visit the Project Webpage to learn more.

Three Projects Breaking Ground in 2026

With three projects complete, the Green Infrastructure Program continues to gain momentum. Three additional projects are scheduled to break ground in 2026 and will further expand water quality improvements across the region.

  • South Mission Road (North Segment) Project – 2 of 2: The second phase of the South Mission Road improvements will install street trees and biofiltration basins to help filter pollutants from stormwater runoff and enhance the surrounding streetscape. Construction is expected to begin June 2026.

  • Golf Club Drive Green Street Project: This project will install a biofiltration basin and trash capture system, along with sidewalk and roadway improvements that enhance both water quality and pedestrian safety. Construction is expected to begin Fall 2026.
  • Woodside Water Quality Basin Modifications & Trash Capture Project: This project will retrofit an existing basin to improve infiltration and pollutant removal while also installing an underground trash capture device to prevent trash and debris from reaching downstream waterways. Construction is expected to begin Late Fall 2026.
