San Luis Rey River Watershed Water Quality Improvement Plan Update
Participating Agencies (PAs) in the San Luis Rey River Watershed Management Area (SLR WMA) are in the process of updating the Water Quality Improvement Plan (WQIP) to incorporate Provision B.3.c of the San Diego Region’s Municipal Separate Storm Sewer Systems (MS4) Permit (Permit). Provision B.3.c requires a robust planning and implementation process that affords PAs the flexibility to define a localized approach for the watershed and to identify the best opportunities to address the most pressing water quality challenges through multi-benefit projects.
The PAs have engaged with the SLR WMA WQIP Consultation Committee on multiple occasions, offering valuable perspectives and insights throughout the planning process. The Committee includes representatives from the environmental, development, and agricultural sectors, as well as the Regional Water Quality Control Board, each bringing unique expertise and familiarity with the watershed.
30-day Public Review and Comment Period
The PAs will submit the update as an addendum to the SLR WMA WQIP. As part of the development process, PAs are seeking public input on the analyses and assumptions that have driven the updated watershed planning process thus far. Materials are available for a 30-day public review and comment on the Project Clean Water website under the “Water Quality Improvement Plan Update 2025” section.
