Educational Handouts

A number of new handouts have been recently added to our Development Resources website under the header titled  "HANDOUTS FOR PROPERTY OWNERS". These include:

The Watershed Protection Program offers educational handouts and training videos as a resource on how to implement Best Management Practices (BMPs) for various pollutant generating activities. Educational handouts cover applicable BMPs for the following categories:

  • Residential
  • Industrial & Commercial
  • Structural BMPs
  • Watershed Specific Info
  • Training & Resource Videos

You can also find Watershed specific information for your area. Do you know what watershed you live in? Actions you take everyday can help improve water quality within your community and your watershed. This helps keeps our rivers, streams, and oceans healthy and clean. Public Information Session Materials

A virtual public information session highlighting the 2020 San Diego County Best Management Practices (BMP) Design Manual was held on October 27th, 2020. If you missed the 2020 BMP Design Manual Update Webinar you can view the webinar video, slides and other materials presented in the public information session on our Development Resources website under the header titled "TRAINING". Information presented at the webinar includes: summary of changes to BMP Design Manual, updated Source Control and Site Design Fact Sheets, improved Priority Development Project (PDP) Stormwater Quality Management Plan (SWQMP) intake forms, and guidance for implementation of Significant Site Design BMPs (SSD-BMPs).

Expiration Date for Projects with Prior Lawful

Approval Exception

The use of the Prior Lawful Approval exception (also known as grandfathering) of stormwater development planning requirements under the 2007 Municipal Separate Storm Sewer System (MS4) Permit will be ending on February 16, 2021. Previously excepted PDP Projects may include multi-phased project with future grading permits or those that constructed on-lot Structural BMPs that will come back for a building permit. Under these scenarios, no additional permits (Grading, Building, etc.) will be issued under the 2007 MS4 Permit after February 16, 2021 and those projects will be required to comply with the BMP Design Manual. A sample letter describing more specifics can be found here.
