Fourth District Highlights:
Item No. 3 - The board appointed Clint Miller to Seat 4 on the Veterans Advisory Committee for a 2-year term.
Item No. 24 - The board approved a 12-month extension of the contract term with the City of Chino Hills to allow for the completion of the Chino Hills Skate Park project. Planned improvements include new lighting, shade structures, seating, and enhanced parking. Additionally, the board approved a $1.5 million funding increase for Chino Hills Pinehurst Park to support the development of a new community center, a public splash pad with restrooms, group picnic areas, additional shade structures, and expanded parking. These investments will enhance community services, promoting health, safety, economic well-being, education, and recreation to improve the quality of life for County residents.
Item No. 32 - The board approved a Community Development Block Grant agreement of $13,279 to support the Adult Literacy Services Program at the James S. Thalman Chino Hills Branch Library. This program offers one-on-one literacy instruction and personalized tutoring for adults with limited literacy skills. Additionally, it aligns with the County's Cradle to Career Road Map, advancing the Countywide Vision.

Item No. 20 - The board authorized the transfer of the following 15 positions and two vehicles from the Department of Behavioral Health to the Office of Homeless Services:
- One Office Assistant
- One Fiscal Assistant
- One Clinical Therapist II
- Four Social Worker II
- Two Alcohol and Drug Counselors
- Four Mental Health Specialist
- Two Peer and Family Advocate
The transfer of these positions will support expanded countywide outreach, housing placement, and navigation services for individuals who are homeless or at risk of homelessness.
Item No. 75 - The board conducted a public hearing to gather input on the proposed 2025-30 Consolidated Plan and 2025-26 Annual Action Plan for housing and community development programs. This new plan is required due to the expiration of the current Five-Year Consolidated Plan, which was approved on April 21, 2020, and will expire on June 30, 2025. To remain eligible for HUD funding, the County must adopt a new Consolidated Plan that provides a strategic framework for investing federal resources effectively.
Item No. 83 - The board received a presentation on the 2025-26 Budget Financial Update. Each year the County Administration Office presents and discusses the budget approach for the upcoming fiscal year. This presentation provided a financial update regarding the following topics:
- Economic Drivers and Outlook
- County Financial Outlook
- Risks
- Next Steps in the 2025-26 Budget
The Board of Supervisors meetings are open for public participation. Public access to the San Bernardino County Government Center is through the west doors, facing Arrowhead Avenue. All members of the public entering the building are required to go through a security scan and then sent directly to the chambers.
