Fourth District Highlights:
Item No. 3 - The board approved the reappointment of Ray M. Marquez to Seat 2 on the Airports Commission for a four-year term ending January 31, 2029, and confirmed the appointment of Kevin G. Cisneroz to Seat 4 on the San Bernardino County Campaign Accountability Commission for a two-year term ending January 31, 2027.

Item No. 2 - The Board of Supervisors honored the dedicated service of eight esteemed county employees by adopting resolutions recognizing their retirements:

Additionally, the board proclaimed April 6-12, 2025, as Crime Victims’ Rights Week, recognizing the importance of supporting and advocating for victims of crime, and proclaimed designating March as American Red Cross Month through 2030, honoring the organization's ongoing commitment to disaster relief, lifesaving training, and humanitarian efforts.
Item No. 4 - The board approved a non-financial contract with Grand Canyon University (GCU) to provide field experience and student training in counseling and social work. Through this partnership, the Department of Aging and Adult Services (DAAS) will offer facilities and professional staff to support GCU students as they complete their required training. This program will integrate classroom learning with real-world agency practice, allowing students to observe and participate in DAAS programs. It will provide hands-on experience with diverse client populations while helping students understand the responsibilities and rewards of professional social work.
Item No. 13 -The board approved an additional $70.6 million to expand substance use disorder and recovery services, allowing the county to serve 5,888 more clients over the next four years (at $12,000 per client). This funding will also increase available treatment beds from 169 to 303. The Department of Behavioral Health (DBH) provides mental health and Substance Use Disorder (SUD) services to residents struggling with severe mental illness or addiction. These services are offered through county-run clinics and community-based organizations, focusing on prevention, treatment, recovery, and education. A key part of this system includes substance use disorder and Recovery Services (SUDRS), Withdrawal Management (WM), and Residential Treatment (RT) programs, ensuring individuals receive the care they need for long-term recovery.
Item No. 15 - The board approved a $1.36 million budget adjustment for the Community Development and Housing Department (CDH) to provide emergency homelessness assistance. This funding comes from the U.S. Department of Housing and Urban Development (HUD) Emergency Solutions Grant (ESG) and will support emergency shelters, street outreach, rapid rehousing, and homelessness prevention. These federal funds are part of CDH’s annual grant allocation and will help expand housing and services for unsheltered individuals across the county.
Item No. 53 - The board heard a presentation on the countywide recommended fee changes for Fiscal Year 2025-26.
 The Board of Supervisors meetings are open for public participation. Public access to the San Bernardino County Government Center is through the west doors, facing Arrowhead Avenue. All members of the public entering the building are required to go through a security scan and then sent directly to the chambers.
