Dear Friends:
The sun is out, Spring is almost here, and with more vaccines coming online there is a fresh feel in the air. While it will still be important for us to keep our guards up, even after vaccinations, by wearing masks and distancing, life is starting to resemble some sort of “normalcy”. And this newsletter resembles that (that is, it’s not just about Governor’s Orders). Today we bring you information on the county's Climate Action Plan, opportunities to volunteer for the vaccination drive, provide SacRT information, and information about youth jobs through the City of Sacramento. Somewhat “normal” stuff!
While I haven’t had an opportunity to be vaccinated yet, I am excited that my daughter (number three of four) got her vaccination today. Like many of you, through all of this I mostly miss spending more time with my girls! In light of that, I bring you today’s e-smile.

Sacramento County Communitywide CAP
Sacramento County recently released its Draft Communitywide Climate Action Plan (CAP), which addresses greenhouse gas reductions and climate change adaptation. The draft CAP document is now available for review online here.
The draft CAP will be available for review through April 9, 2021.
“There is no more important issue facing our planet than the climate emergency we are have created. Sacramento County is taking this seriously through its declaration of climate emergency and through the development of the Climate Action Plan,” said Supervisor Kennedy. “I hope the community will embrace the direction we are moving in and be a part of the process. Together, we can turn this crisis around.”
Outreach Workshop
An online workshop on the draft CAP will be held at the Sacramento County Environmental Commission (SEC).

(Information for attending the online workshop will be included in the agenda, when posted.)
The SEC works with agencies in the County to forward its vision of environmental quality, conservation, public health and environmental protection, environmental justice and sustainability. The workshop will be an opportunity for the public and the SEC to provide feedback on the draft CAP.

Join California Volunteers and Help Fight Covid-19
You can join many Californians from around the state who are eager to help accelerate the administration of vaccines and slow the spread of Coivd-19. California Volunteers is a state office tasked with engaging Californians in service, volunteering and civic action to tackle California’s most pressing challenges.
Right now California Volunteers is undertaking the My Turn effort so California can vaccinate all 58 counties. This statewide volunteer initiative to help accelerate the administration of vaccines by assisting in vaccinations and supporting on-site operations at vaccine sites. You can step up to serve your community by signing up to volunteer at vaccine distribution sites and take individual outreach actions to help your local community.
“I myself have signed up to volunteer, and I can’t wait to get the call to help,” said Supervisor Kennedy.

New SacRT Rider and Community Survey
The Sacramento Regional Transit District (SacRT), where Supervisor Kennedy serves as Board Vice Chair, launched a new community survey to help plan future service and gauge rider and community attitudes about travel on SacRT as vaccines are being rolled out and cases of COVID-19 are significantly dropping.
They are also offering a chance to win a gift card, SacRT swag bag or a monthly pass to those that finish the survey and provide their email address.
The online survey should only take about five minutes to complete. It is available at sacrt.com/survey and will be open until Monday, March 29, 2021.

Laura’s Law/Ordered Treatment Community Listening Sessions
Sacramento County Behavioral Health Services is offering an online one-hour community session to gather input regarding Laura’s Law, a court-ordered psychiatric treatment program, also known as, Assisted Outpatient Treatment (AOT), at two different times: Monday, March 15, 5:30-6:30 p.m. or Tuesday, March 16, 12-1 p.m.
Laura’s Law was signed into law in the State of California in 2002 as Assembly Bill 1421, which assigned counties the option of implementing court-ordered AOT. In the last legislative cycle, AB 1976 went into law changing AOT from an opt-in program and now counties are required to implement AOT or opt-out by July 1, 2021.
AOT is a court-ordered outpatient treatment service for adults, ages 18 years and older, who have a serious mental illness and a history of (a) psychiatric hospitalizations, (b) incarcerations, or (c) acts, threats or attempts of serious violent behavior towards themselves or others. Consumers must first be offered voluntary treatment within the past 10 days. The court cannot order involuntary administration of medications.
Family members, roommates, treatment providers and law enforcement may request an investigation to determine whether the consumer meets criteria. Only the County mental health director or his or her designee may file a petition with the court. The person named in the petition has a right to a defender appointed by the court.
If a judge finds that the individual meets the criteria, the AOT order would be for a 180-day treatment period and not to exceed 180 days. After 180 days, the director of the AOT program can apply for an additional 180 days of treatment. If the consumer is not compliant with treatment, the consumer can be transported to a hospital and held up to 72 hours. After 72 hours, the same hospitalization inpatient criteria such as being a danger to self, others, or gravely disabled.

Services include prevention and early intervention, outpatient services, case management services, crisis intervention and stabilization services, and inpatient psychiatric hospitalizations. City of Sacramento to Host Youth Employment Fair
The City of Sacramento Department of Youth, Parks, and Community Enrichment and the Sacramento Public Library is hosting a Virtual Youth Resources and Employment Fair on Saturday, March 20th at 10:00am - 12:30pm.
Presentations will include employment and stipend opportunities with 4th “R”, ASES, START, Aquatics, Camp Sacramento, Community Center Summer Camps, Landscape and Learning, Prime Time Teen Virtually Connected, Sacramento Youth Commission, Summer at Virtual City Hall, and Summer Youth Library Leadership Program.

Pocket Levee Virtual Public Meeting
The U.S. Army Corps of Engineers is hosting a virtual public meeting to discuss 1.8 miles of levee improvements slated to take place April to December of 2021 in the north Pocket and south Little Pocket areas. The Project will require degrading the levee to achieve a working platform up to 50 feet wide in order to install seepage cutoff walls to prevent water seeping through or under the levee.
