Sacramento County passed a new threshold toward normalcy today in the world of COVID-19.  While we are far from out of the woods, it is a step in the right direction while still remaining cautious and looking out for the health and safety of our community. Sacramento County COVID19 Update: Reopening Progress, Testing Sites, New Data and Homeless Update

Sacramento County Accelerates Further into Stage 2

Sacramento County has been given the go-ahead to move further into Stage 2 of California's Resilience Roadmap. Businesses that are allowed to resume operations may do so upon the amendment of Sacramento County's Public Health Order, which will happen on or before May 22. 

Sacramento County made the case, through a written attestation to the California Department of Public Health (CDPH), that the County could increase the pace at which it can advance through Stage 2 ahead of the State Public Health Order.

“The California Department of Public Health set out clear and specific criteria for this attestation, and Sacramento County has demonstrated that we have the ability to protect the public and essential workers and can move further into Stage 2," said Dr. Peter Beilenson, Director of Health Services. “It remains critical that people continue to stay home as much as possible, practice social distancing, follow good hygiene and cleaning practices and stay home when they are sick."  

The County's re-opening plan differs slightly from the State's Resilience Roadmap. In Sacramento County:

• Religious services and special ceremonies, such as graduations, can only be drive through
• Outdoor gatherings, such as weddings, funerals and family gatherings can have a maximum of 10 people with strict social distancing

Businesses that are allowed to resume operations upon implementing the state re-opening guidance will include dine-in restaurants. The CDPH has prepared guidance and checklist documents to create safer environments for workers and customers. Other re-open categories include:

• Small offices may reopen when telework is not possible
• Child care, day care and family day care
• Outdoor gyms
• Outdoor museums, art galleries and theaters
• Resumption of full public transportation
• Micro enterprise retail and storefronts—which means 10 employees or less—may re-open

Each category/sector should implement strict social distancing, personal protective equipment and face coverings as appropriate. Read the Sacramento County Guidance by Venue/Category. Read the statewide industry-specific guidance to reduce risk here

In the County's submission, the Public Health Officer attested to the following readiness criteria:

• Epidemiologic stability of COVID-19
• Protection of Stage 1 essential workers
• Testing capacity
• Containment capacity
• Hospital capacity
• Protections for vulnerable populations

Additionally, the variance submission included the following:

• Sectors and timelines for the County's plan to move through Stage 2
• Triggers for adjusting modifications
• Detailed plan for moving through Stage 2

The following sectors, businesses, establishments, or activities are not permitted to operate in the State of California at this time:

• Personal services such as hair and nail salons, tattoo parlors and gyms
• Hospitality services, such as bars, wineries, tasting rooms and lounges that do not offer sit-down, dine-in meals
• Entertainment venues, such as movie theaters, gaming, gambling, and arcade venues, and pro sports, indoor museums and gallery spaces, zoos, and libraries
• Community centers, public pools, playgrounds, and picnic areas
• Religious services and cultural ceremonies that are indoor and/or have more than 10 people gathered
• Nightclubs
• Concert venues
• Live audience sports
• Festivals
• Theme parks
• Hotels/lodging for leisure and tourism

Key indicators will continue to be monitored, and trends will be evaluated to inform data-driven decisions to move from one Stage to the next.

Testing locations in Sacramento County

By the end of the week, Sacramento County will have a total of four testing sites. The original site at Cal Expo and three community sites.

The Public Health Dashboard has recently added new data points:

• Negative pressure rooms: available/in use
• Surge capacity beds: available/in use
• Ventilators: available/in use

 

Sacramento COVID-19 Homelessness Response Progress Report

Through Monday 5/18 there have been a total of 498 persons placed in three motels and 9 persons isolated in trailers at Cal Expo.
