TLMA's Permit Process Advisors (PPAs) are dedicated to guiding customers through the often-complex permitting process for their projects.
Our Permit Process Advisors help residents, and "Mom-and-Pop" small business owners through the permitting process from start to finish. The most requested permits by our customers include the installation of manufactured homes or single-family dwellings, ADUs, pools, patios, BBQ islands, room additions, detached garages, barns, and sheds.
Permit Process Advisors will help connect customers with the right departments within TLMA to get their projects completed.
To better serve people, each Permit Process Advisor is assigned to specific supervisorial districts but they work as a team to share knowledge and come up with solutions to help solve common customer challenges.

Planning Commission discusses funding affordable housing through industrial development fees
The possibility of formalizing funding of affordable housing in Riverside County with fees from industrial projects was discussed during a workshop held by the Planning Commission in April.
For several years, the County has collected community benefit fees to fund community projects such as sidewalks, trails and community gardens. A Countywide Inclusionary Housing program would require a portion or all them dedicated to affordable housing production to address the housing crisis and warehouse development in the Inland Empire.
The County is obligated to facilitate 40,647 housing units under the 2021-2029 6th Cycle Housing Element to include affordable housing, new construction, innovative housing types, and housing for special-needs groups such as seniors and farmworkers.
A Countywide Inclusionary Housing program would structure a specific rate and purpose for the funding. There are multiple cities and counties across California that have implemented inclusionary housing programs.
Some of the questions raised during the workshop included what the appropriate dollar amount in fees would be, if there should be exemptions, and if there should be incentives to dedicate affordable homes within a development rather than fees. The Planning Commission is also considering whether the funding should be spent in the same community or supervisorial district or used for housing anywhere within the county.
The Planning Commission is asking for community feedback on potential options for the program. They expect to complete evaluating options by December 2024 and will bring forward recommendations to the Board of Supervisors to consider creating an ordinance for implementation in 2026.
Final touches being made to the Mayor Berwin Hanna Bridge on Hamner Avenue in Norco
In August 2024, the Transportation Department and the City of Norco celebrated the dedication of the Mayor Berwin Hanna Bridge, and although the bridge has been open for motorists since then there are some construction items that need to be completed for contract acceptance.
Work is also nearly completed on the 12-foot-wide multipurpose trail on the east side of the bridge. The trail will provide equestrians, pedestrians and cyclists, a safe route across the bridge and access to the regional Santa Ana River Trail.

Community turned out for French Valley Airport Open House
Plane rides, aircraft on display and family-friendly activities drew more than 2,000 people to the French Valley Airport Open House on April 26.
Our Aviation Department invited the community to come check out the airport, enjoy family-friendly games and eat some delicious foods from area vendors. Aviation lovers purchased rides on small planes and helicopters to experience flying over the French Valley.

Groundbreaking held for Mecca Neighborhood Park and Greening Project
On May 20, 2025, the Transportation Department and Fourth District Supervisor V. Manuel Perez broke ground on the Mecca Neighborhood Park and Greening Project.
The State of California awarded a $1.1 million grant to plant shade trees along streets in downtown Mecca and improve the small park at the corner of Hammond Road and 2nd Street.
The project is part of the state's California Climate Investments, a statewide program that puts billions of Cap-and-Trade dollars to work reducing GHG emissions, strengthening the economy, and improving public health and the environment – particularly in disadvantaged communities. The Cap-and-Trade program also creates a financial incentive for industries to invest in clean technologies and develop innovative ways to reduce pollution.
The County will maintain and water the trees at no cost to property owners. At first, the trees will be small but will grow to their full shade potential over the years.
The construction schedule is through the fall of 2025, Monday through Friday from 6 a.m. to 6 p.m.

Successful cleanup of nearly 23 tons of waste in Home Gardens
Code Enforcement in collaboration with the office of Supervisor Karen Spiegel held a cleanup in Home Gardens on March 8, 2025. The effort was funded by a Community Development Block Grant.
Two front loaders of general bulky items, two 40-yard bins, a truckload of metals and appliances, one 40-yard bin of mattresses, one truckload of e-waste, and 143 tires were collected for proper disposal. There were 97 resident trip loads.
A total of 22.91 tons of waste was collected that day.
Code Enforcement cleanup in Lakeland Village nets over 12 tons of waste
Code Enforcement in partnership with Second District Supervisor Karen Spiegel's office held a community cleanup in Lakeland Village to help residents clear their unwanted items.
The cleanup was funded by the Riverside County Community Development Block Grant and 10 personnel from Code Enforcement worked to make it a successful event.
During the event, more than 12 tons of waste including two front loaders of general bulky items/mattresses, one 40-yard bin of metals and appliances, one truckload of e-waste, 42 tires, and 76 resident trip loads were collected and disposed of properly.

Expanded over-the-counter Plan Check services now available in Desert Office
We’re excited to announce that Building & Safety has expanded over-the-counter Plan Check services to the Palm Desert office, now available through virtual Microsoft Teams sessions!
This new approach allows qualified projects to be reviewed in real-time by our Plan Check staff, just like an in-person over-the-counter visit in other regions of the county. The goal is to ensure customers receive the same timely and efficient services when they come into the Palm Desert office at 77588 El Duna Court.
Eligible permit types can now be reviewed online with our staff, streamlining turnaround times, and enhancing collaboration.
Jacqueline Cochran Regional Airport preparing for new sign
A new sign is coming to Jacqueline Cochran Airport featuring an airplane taking flight, a colorful welcome and the County's seal.
In preparing for the new sign, aviation workers removed and relocated the old sign in front of the airport's offices.
