 Dear Third District Resident,
Did you know that 1 in 5 women suffers from a mental health disorder in the months before or after giving birth? This fact may not cross our minds often, but we likely all know a woman who has experienced this situation. Mothers, a source of strength and the epitome of sacrifice, do not have to manage the joys and stresses of motherhood alone.
At Riverside University Health System, we have numerous support paths for new moms. Programs such as Moms & Babies, HeRCARe, and MOMS Perinatal Program all provide tailored support to meet any expecting or new mother’s needs. If you or someone you know could benefit from these services, please contact my office or visit ruhealth.org.
I chose to highlight this important topic because, during May, we not only celebrate Mother’s Day, but we also recognize Mental Health Awareness Month. To the mothers who call the Third District home, we are grateful for all that you do. Please know that you are seen, and you are cherished.
In closing, I’d also like to invite Third District families to take an opportunity to commemorate Memorial Day. As a veteran myself, I am deeply honored to reflect on the sacrifices of our nation’s heroes and would encourage all residents to do so. Unique ceremonies will be hosted in each Third District city: Menifee, Murrieta, Temecula, and Wildomar.
Whether you are a new mom, a veteran, or a constituent in need of mental health support, the County is here for you, and my office would be happy to get you connected.

2025 Third District Volunteer of the Year
I am thrilled to announce that Judy Zulfiqar has been named Riverside County’s 2025 Third District Volunteer of the Year! This well-deserved honor recognizes her outstanding leadership and dedication to service.
As Rotary District 5330 Governor, she’s led youth programs, supported seniors, tackled homelessness, and revived Outdoor Adventures by Boojum, growing it from zero to $600K annually in just three years. Judy’s impact is felt throughout our community, and her continued commitment to service is truly inspiring.

2025 Third District Non-Profit of the Year
I am proud to share that the Western Eagle Foundation has been named Riverside County’s 2025 Third District Nonprofit of the Year!
For over 30 years, the Sieja Family has led this vital organization in providing food to thousands of local families. From a 44,000 sq. ft. warehouse, they run programs like the Emergency Food Bag and Food Box Programs, reaching over 350,000 people each year in partnership with 16+ local nonprofits.
Their impact on fighting hunger is truly inspiring and well-deserving of this honor!

In Case You Missed It: Budget Recap
On April 30, we hosted a Budget Community Workshop to offer residents an inside look at how the County of Riverside’s budget is developed and the priorities that shape it. The Board of Supervisors plays a central role in setting these priorities, approving the annual budget, reviewing contracts, and making decisions on land development in unincorporated areas.
The workshop offered valuable insight into how the county budget is structured and how financial decisions directly impact our communities. As part of this effort, nearly 24,000 residents participated in our first-ever Community Budget Survey, sharing their priorities for county services and key initiatives. The University of California, Riverside – School of Public Policy analyzed the survey data and prepared a detailed report based on the findings.

The mission of the Murrieta Valley Cemetery District is to serve the community of Murrieta by meeting its residents’ final needs with empathy and dignity. Riverside County Behavioral Health Crisis Support
If you or someone you know is experiencing a mental health crisis, Riverside County offers 24/7 free and confidential support through the RUHS Behavioral Health Crisis Support System. Services include mobile crisis response teams, mental health urgent care centers, and community behavioral assessment teams. Call 951-686-HELP (4357) for immediate assistance. It is free and confidential, and you may remain anonymous. Bilingual counselors are available.

Manufactured Housing Rehabilitation Program
The Manufactured Housing Rehabilitation (MHR) Program provides up to $50,000 in grants for eligible mobile homeowners in Riverside County to fix code violations, safety hazards, or substandard conditions. In some cases, it may also help cover home replacement costs. For more information, click here.
Eligibility:
- Manufactured / mobile home properties must be owner-occupied.
- Residences must be located within the County.
- Total household income may not exceed 80% of the area median by household size.
